RItorno dall'esilio: la voce democratica della Birmania lascia Oslo dopo 21 anni e apre a Yangon

A volte ritornano. Nel senso che per fortuna anche le vicende politiche più intricate, le storie di opposizione ai regimi più sanguinari hanno un lieto fine. Il 21 novembre a Oslo, in Norvegia, si è tenuto un evento che ha coinvolto, in un lungo ringraziamento, le autorità norvegesi e l'organizzazione di Democratic Voice of Burma. L'emittente radiotelevisiva ha trasmesso dai suoi studi di Oslo per oltre 21 anni, essendo stata fondata da un gruppo di esuli birmani nel 1992 con il sostegno delle organismi umanitari in Norvegia. Fino alla prima metà del 2000 DVB trasmetteva esclusivamente in onde corte, decidendo poi di affiancare un servizio televisivo diffuso via satellite. Oggi le condizioni politiche della Birmania sono cambiate al punto che DVB ha deciso di ritornare in patria. Da tempo aveva spostato il grosso delle operazioni a Chiang Mai, nel nord della Tailandia. Entro l'anno l'ufficio di Oslo verrà definitivamente chiuso perché DVB sta già aprendo una sede a Yangon, nella sua Myanmar. Considerando che l'ente di Stato utilizza le onde corte per le sue trasmissioni interne, forse anche DVB continuerà a servirsi di questo mezzo.
La notizia ha ricevuto una certa prominenza in Norvegia, come testimonia l'articolo su Aftenposten. Ma lo stesso quotidiano locale inglese Myanmar Times lo scorso marzo raccontava delle intenzioni di DVB, annunciando la prossima apertura di una sede ufficiale birmana. Il percorso di democratizzazione non è ancora stato concluso e il leader dell'opposizione Aung Saan Suu Kyi si sta battendo per una riforma di una Costituzione che attualmente le impedirebbe di presentarsi come candidata alla presidenza nelle elezioni che potrebbero svolgersi nel 2015. Il segnale della liberazione dei giornalisti di DVB dal loro esilio praticamente polare è però molto forte. Al momento, in ogni caso, DVB si può ancora ascoltare in onde corte, in birmano, su 6225 kHz  tra le 14:30 e le 15:30 (dal Tajikistan) e su 7510 kHz tra le 23:30 e le 00:30 UTC (dall'Armenia).
Questo è il discorso pronunciato la settimana scorsa a Oslo da Guri Hjeltnes, rappresentante del board della organizzazione Fritt Ord (Libertà di parola) che in questi 21 anni ha contribuito a finanziare le operazioni dell'emittente.

On behalf of the Fritt Ord Foundation and the DVB Multimedia Group: Welcome to the seminar “DVB Operations and Myanmar Media: Past Experiences and Future Vision”! This is a seminar to commemorate DVB’s stay in Norway. DVB is on the move, leaving Norway, it is off to Myanmar. 
Besides journalists and editors of DVB, we have prominent journalists from other Burmese media, and exiled journalists from Belarus and Zimbabwe as well as journalists from South Africa and South Sudan, who are now able to work inside their own countries, that are here today to both learn from DVB, and share their experiences with DVB, on their new path as a commercial, independent media house in Burma.

As many of you might know, The Fritt Ord Foundation is a private non-profit foundation that works to promote freedom of expression and public debate in Norway.  We are both a grant-giving foundation, and we do run our own projects.  On an international level, Fritt Ord has over many years supported Index of Censorship. A few years ago Fritt Ord established the Free Word Centre in London, a building devoted to freedom of expression, where both Index of Censorship and Article 19 have had their headquarters. Together with the German foundation ZEIT-Stiftung, Fritt Ord annually awards press prizes to journalists and media in Russia, Belarus, Ukraine, Georgia, and Azerbaijan. The press prizes are intended to support the independent role of journalists, despite reprisals and financial difficulties, to encourage them not to be intimidated by censorship and to resist self-censorship.
I would like to mention just two of our recent initiatives.
In Norway the Fritt Ord Foundation recently established the Freedom of Expression Barometer of Opinion, the first comprehensive survey of the general public's attitudes to and experience of freedom of expression. The Foundation has also taken an initiative for a Monitoring Project designed to monitor the status of freedom of expression in Norway. The project is being run by the Institute for Social Research. The Monitoring Project is a comprehensive research project that will survey freedom of expression in a multi-cultural society, the digitalization and modification of the new media reality, the surveillance needs of society and the market, and freedom of expression in the work place.
An important international exhibition and information project in the wake of the terrorist act perpetrated in Norway on 22 July 2011 will be opened to the public in spring 2014. With the tentative title “We live on a Star”, the project is a result of cooperation between the Henie Onstad Art Centre and the Fritt Ord Foundation.
And so to our guests from far away - and what we are commemorating here today. The Fritt Ord Foundation has provided support for DVB for a number of years. We supported the establishment of the DVB radio in Norway in 1992.  Ten years later, in 2002, the contact between DVB and Fritt Ord resumed, then with support for an international media conference in Oslo and for educational programs for the DVB journalists.  In 2003 we extended our support to media training of journalists within Burma.  Fritt Ord was actually the first foundation to support a pilot project, in 2004, under the auspices of the DVB that was aimed at setting up a TV station. 
We have subsequently followed up by providing substantial annual support for the media organization’s TV project. The Foundation has also provided grants for the production of the documentary film “Burma VJ – reporting from a Closed Country” which received an Oscar nomination in the category ‘best documentary film’. The Norwegian premier of the documentary took place at Fritt Ord in 2009. In 2010 we invited to a film screening of the documentary “Burma’s Nuclear Ambitions” and a follow-up debate together with DVB in Oslo. In 2011 Fritt Ord and DVB co-organized a preview screening of the documentary film “The Voice of Burma”. Both films received production support from the Fritt Ord Foundation.
It was with great joy that we were able to invite Zarganar – comedian, film actor, director and former political prisoner, and Min Htin Ko Ko Gyi – poet, filmmaker and screenwriter, with help from DVB to take part in the opening ceremony of the First World Conference on Artistic Freedom of Expression, entitled "All That is Banned is Desired", at the new Opera in Oslo in autumn 2012. The session was most appropriately called ‘Beauty under Pressure’: about film, poetry and music in Burma. 
Two weeks ago members of the board of Fritt Ord visited DVB’s new premises in Thailand and Burma, accompanied by Khin Maung Win, Deputy Executive Director of the DVB. First stop was Chiang Mai in Northern Thailand. We met the most engaged group of editors and journalists, working on different media platforms, in the midst of unopened boxes sent from Norway, a charming chaos. The working conditions – and the working spirit – are impressive. The TV-monitors in the DVB-building demonstrated the wide journalistic activity. The competence amongst the DVB was convincing. Next stop was Yangon, where another dynamic group, maybe a bit smaller, met the Fritt Ord guests. We were once again well informed of the ambitions and challenges of working in Burma. Hot topics are the new laws – a complicated mixture of laws and regulations, heavily debated when we visited.
We also had a most enlightening morning meeting Zarganar, other artists, and other editors, and not to forget an eager group of quite young journalists, greating us with optimism and determination. I am happy to share with you the repeated praise of the exile radio- and tv- station:
– DVB was our light in the darkness.
This fall, the biggest journalistic event is the SEA games. Next stop was the capital Nay Pyi Taw – quite a change from the extreme traffic in Yangon, quite a long way to fill the streets of Nay Pyi Taw. 
Fritt Ord met the Minister of Information and his top leaders in the ministry. Fritt Ord – alas, thanks to our friend Khin – we also met and talked to Daw Aung San Suu Kyi. Our chairman Georg Rieber-Mohn told her about our visit and cooperation with DVB through many years. He mentioned that after our short week we are optimistic of the development. Suu Kyi replied: - I am carefully optimistic. You cannot just hope. You can only allow yourself to be optimistic if you at the same time work hard. 
I think these words sums up DVB’s effort over the years: hard work and a media adventure with no parallel anywhere. The small radio station, Democratic Voice of Burma, an exile opposition, more propaganda-like in the beginning, has developed into a professional multimedia organization.  Yes, Fritt Ord is optimistic, and we enjoyed the beautiful landscape of Burma. Being a WWII-historian it was also a travel back in Burmese history. On behalf of the board, I would like to thank Khin Maung Win. He took a week off from his important work at DVB, and gave Fritt Ord an unforgettable journey into his home country and into the new world of DVB. 
At the Fritt Ord Foundation we will follow the new path of DVB in Chiang Mai, Yangon and Nay Pyi Taw with great interest, and also with understanding of the need for financial support in this crucial transitional period. I repeat – an understanding of the need for support … – hope you get the point. And now I turn to you – Aye Chan Naing, Executive Director and one of the founding members of the DVB. You have for many years been a driving force of the DVB, so we are honored that you will open this seminar. Together with the DVB staff you have created an independent flagship in the Burmese media landscape.

A 20 anni dal conflitto armato Moldavia e Transnistria cercano un accordo


Tornano a parlarsi dopo un lungo intervallo i rappresentanti della Moldavia e del territorio conteso della Transnistria, la frastagliata striscia di terra delimitata a ovest dal fiume Dnestr e a est dal confine politico tra Moldavia e Ucraina. Da vent'anni (il breve conflitto tra moldavi e ribelli filosovietici che abitavano dall'altra parte del fiume scoppia il 2 marzo del 1992 e dura fino al successivo luglio, lasciando sul campo qualcosa tra i 600 e i 1200 morti tra i militari e un migliaio tra i civili) nella piccola nazione de facto con capitale Tiraspol, un anacronistico regime nostalgico impone la sua ferrea regola contro le libertà civili, inclusa quella di informazione, e chiude due occhi sui traffici di fosca natura che ci aspettiamo tutti da uno Stato fermo, nella lettura della storia, più o meno al patto tra Stalin e Von Ribbentrop. Per Tiraspol transitano armi, forse scorie nucleari, fiumi di denaro riciclato.
Martedì 28 febbraio, a Dublino, sotto gli auspici dell'OSCE, l'organismo per la sicurezza e la cooperazione in Europa (in questo momento sotto una presidenza irlandese), si siederanno al tavolo dei colloqui "5+2" gli emissari di Chisinau e Tiraspol, insieme a ucraini, russi, funzionari dell'OSCE guidati da Erwan Fouéré (diplomatico irlandese esperto di balcani) e rappresentanti dell'Unione europea e degli Stati Uniti, le due entità geopolitiche che si sono aggiunte alle lunghe trattative per la risoluzione di un conflitto che ha creato centomila profughi e circa mezzo milione di senza patria. La Transnistria fa parte di quel gruppetto di territori ex sovietici che non riescono a trovare una loro collocazione. Non a caso viene "riconosciuta" solo da Abkhazia, Nagorno-Kharabakh e Ossezia del Sud, terre di confine per cui la guerra non cessa mai, anche se non esistono seri motivi economici per cui battersi, e insieme alle quali la Transnistria ha costituito una sorta di club, la Comunità per la democrazia e i diritti delle Nazioni (se Bossi mi legge vorrà entrarci).
Questa volta il dialogo tra le parti ha luogo sotto auspici abbastanza buoni. In Transnistria ci sono state a dicembre delle elezioni presidenziali e il tiranno Igor Smirnof è stato sostituito da Yevgheni Shevchuk. Le fonti moldave affermano che si è trattato soltanto di un avvicendamento voluto da Mosca, ma la figura di Shevchuk è quella che più di tutte somiglia a un potenziale riformatore. Giovane, sicuramente più aperto di Smirnov, ha già portato a segni di indubbio dinamismo. Moldavia e Transnistria hanno per esempio deciso di ripristinare i collegamenti ferroviari, presto riallacceranno quelli telefonici diretti. E l'OSCE ha invitato entrambi a ricordare congiuntamente il prossimo anniversario del 2 marzo.
Non tutti i problemi sono stati risolti. Grigori Volovoi, giornalista di DnestrTV, una Web tv indipendente locale, ha pubblicato un bellissimo video che lo riprende mentre è alle prese con i miliziani che volevano impedirgli di svolgere il suo mestiere dalle ridenti strade di Tiraspol, come al solito, come da secoli su quelle fredde rive.
A essere cambiata, in questi giorni, è anche la frequenza utilizzata nella griglia di programmazione di Radio Pridnestrovye, che ogni giorno dal lunedì al venerdì trasmette due cicli di quattro trasmissioni di mezz'ora in francese, tedesco, russo e inglese, alle 17 e alle 19 UTC (le 18 e le 20 da noi). Alle 21 UTC dal lunedì al venerdì le trasmissioni sono in francese e tedesco, e dalle 22 alle 23 UTC dalla domenica al giovedì di nuovo in russo e in inglese. La frequenza è una sola, i 7290 kHz dall'impianto moldavo di Grigoriopol. Da anni, Radio "PMR" è l'unica voce da un recondito angolo di un'Europa orientale che ancora non riesce a esorcizzare tutti i fantasmi del suo passato.

Antille Olandesi addio: TWR opera da Bonaire, Olanda

Le strane alchimie che regolano la struttura legale e amministrativa delle nazioni ex-coloniali non fanno troppo clamore fuori dai confini di queste nazioni, ma mi colpisce la notizia della dissoluzione delle Antille Olandesi, l'entità autonoma che fino al 10 di ottobre (il 10-10-10!) ha fatto parte del Regno d'Olanda. Dalle Antille Olandesi 24 anni fa si era staccata anche Aruba ma era dal 1954, cioè dalla fine dell'impero coloniale olandese che le remote isolette caraibiche dibattevano sulla opportunità di mutare il loro status, anche in rispetto delle autonomie delle singole entità. La "nazione" delle Antille Olandesi non esiste più da una settimana. Al suo posto Curaçao e Sint Maarten entrano a far parte, insieme ad Aruba e all'Olanda che tutti conosciamo, del nuovo Regno dei Paesi Bassi che emerge da questa dissoluzione. Tre altre isole delle Antille, Bonaire, Sint Eustatius e Saba, non saranno una quinta nazione autonoma, ma faranno parte come municipalità a statuto speciale - credo alla stregua dei Dom/Tom francesi, ma più strettamente legati all'Olanda europea - dello stato che continuerà a chiamarsi "Nederland". Riassumendo ulteriormente, il Regno dei Paesi Bassi oggi comprende Olanda, Aruba, Curaçao e Sint Maarten, mentre l'Olanda include tra le sue municipalità e "pubblici domini" le tre isole di Bonaire, Saba e Sint Eustatiius.
Tutto questo comporterà una riassegnamento delle sigle che idetificano nelle varie nazioni i radioamatori e delle liste che i collezioniste di "conferme di ricezione" (qsl) utilizzano per classificare lettere e cartoline inviate dalle stazioni e per "contare" le entità geografiche sintonizzate. Fa un certo effetto sapere che adesso una emittente come Trans World Radio non trasmetterà da Bonaire, Netherlands Antilles ma da Bonarie, Olanda. Attiva sugli 800 kHz, grazie alla sua potenza era una ricezione transatlantica piuttosto regolare una ventina d'anni fa, poi le interferenze e i rumori ne hanno fatto un ascolto piuttosto raro dalle nostre parti.
Sul sito Awaraki, il portale che Radio Nederland dedica ai suoi ascoltatori antillesi, arubani, e più in generale delle ex colonie, si trova ancora la trasmissione speciale di un'ora dedicata allo scioglimento delle Antille Olandesi. Qui invece trovate l'incredibile storia della comunità israelita che abitava nel diciottesimo secolo l'isola di Sint Eustatius e che venne deportata dagli inglesi. La marina britannica era intervenuta per bloccare il flusso di armi contrabbandate dagli olandesi verso gli Stati Uniti per alimentare le forze rivoluzionarie. Il comandante della missione, Sir George Rodney, scoprì che la comunità riunita intorno alla sinagoga di Honen Dalim, cercava di nascondere parte dei proventi del contrabbando e fece distruggere il tempio. Oggi sull'isola è in corso un progetto di restauro e ricostruzione delle rovine, anche se purtroppo non esistono testimonianze grafiche che possano dirci come era fatto questo locale di culto.

UNESCO: la ricchezza della diversità


Un monumentale volume di 420 sulla diversità culturale e linguistica e la promozione del dialogo interculturale come strumento di crescita anche economica del mondo. Il World Report 2009 dell'Unesco è scaricabile gratuitamente qui. Ci sono anche diversi cenni alla radiofonia con considerazioni e cifre interessanti. Abbiamo un governo e molti elettori, spesso condizionati ad arte, che considerano la diversità culturale una minaccia e impongono all'intera collettività barriere e norme che - anche considerando la complessità di gestione di certi aspetti della diversità - sono vergognose. Questa pubblicazione è anche un antidoto contro il clima che disgraziatamente sono riusciti a costruire. E sempre dall'UNESCO, ecco una pubblicazione che racconta di un progetto di radio comunitaria in Nepal nel 2008.
It is urgent to invest in cultural diversity and dialogue, according to a new UNESCO report

Paris, 20 October
Companies which invest in cultural diversity, whether at the management, human resources or marketing level, can benefit economically from it. This is one of the conclusions in the UNESCO World Report Investing in Cultural Diversity and Intercultural Dialogue, presented at the Organization’s Headquarters.
This World Report aims to become a reference tool for cultural diversity. Cultural diversity, which is too often reduced to the protection of heritage in danger, is also the development of intercultural skills, the search for an antidote to expressions of cultural isolationism, the road towards new forms of governance, the lever of the effective exercise of universally recognized human rights and a means to reduce imbalances in the world trade in creative products.
Media and cultural industries represent more than 7 % of global GDP and represent approximately US$1.3 trillion, i.e. approximately twice the level of receipts from international tourism, estimated at US$680 billion. Africa’s share in the global trade in creative products remains marginal – at less than 1 % of worldwide exports – despite its abundance of creative talent. In order to improve this situation, it is urgent to invest in cultural diversity and dialogue, the Report insists.
“Culture was the great forgotten issue among the Millennium Development Goals’, deplored Koïchiro Matsuura, UNESCO’s Director-General, adding that ‘it has become urgent in our world, which is confronted to cultural changes of all sorts, to learn how to manage change and ensure that it does not becomes a source of greater vulnerability for those who are badly prepared to face it.”
This is clearly the meaning of the ten recommendations drawn by the Report about ways to invest in cultural diversity. The Report especially suggests creating a ‘World Observatory on Cultural Diversity, to monitor the impacts of globalization’, setting up a “national mechanism for monitoring public policies as they relate to cultural diversity,” and implementing “national language policies with a view to both safeguarding linguistic diversity and promoting multilingual competencies.”
The Report also puts forward new strategies to facilitate intercultural dialogue, improve the relevance of educational contents, overcome stereotypes in the media and facilitate the exchange of artistic productions and the circulation of artists.
Aimed at the academic world as well as the general public, this Report develops a new vision of cultural diversity, which stresses its dynamic nature and the need to combat the development of cultural illiteracy, which is promoted by the acceleration of social transformations.

Key figures

Estimates set at 6,000 to 8,000 the number of languages in the world today, which – although one language does not necessarily correspond to one culture (several cultures can speak the same language, and in one culture different languages may be spoken) – gives an idea of cultural diversity.
There are many imbalances in the global trade of creative products: Africa’s share remains marginal (at less than 1% of exports), despite its abundance of creative talent.
Most of the 75 million children who did not go to school in 2006 (55% of whom were girls) were from cultural ‘minorities’, indigenous populations or nomads.
Half of the languages in the world are spoken by linguistic communities of less than 10,000 people.
While in 2000 53% of Internet users were English-speaking their number fell to 29% in 2009.
Developing countries’ exports of cultural and media equipment increased rapidly between 1996 and 2005, growing from US$51 billion to US$274 billion, which showed the emergence of so-called “counter-flows”, which are countering the extreme concentration of media ownership.
Crafts and tourism are a major source of revenue for developing countries: crafts production and tourism represent more than 25 % of the GDP of Morocco, for example.
Fair trade has grown rapidly, by an average of 40% over the last five years.

Somalia, Russia, Messico: l'asse del sovvertimento

Una segnalazione marginale - ellittica rispetto ai miei soliti argomenti, ma non del tutto offtopic - che rappresenta una lettura di grande fascino e irrequietezza. La rivista Foreign Policy ha dedicato il suo numero di marzo/aprile 2009 a tre aree del mondo da cui potrebbero arrivare grandi guai e discontinuità. Con tutta la loro massa di tragedie e morti ammazzati, le nazioni dell'asse del male di Bush sono, al confronto, secondo il giornale, solo un nostalgico, quasi affettuoso ricordo rispetto al nuovo Axis of Upheaval, l'asse del sovvertimento. Perché Somalia (il posto più pericoloso del mondo), Russia e Messico rappresenterebbero oggi tre incognite assolute, due delle quali ci appaiono vicinissime e, credevamo, non del tutto estranee.
A scrivere di queste tre nuove minacce agli equilibri internazionali, FP ha chiamato Jeffrey Gettleman, corrispondente dell'ufficio di Nairobi del New York Times (Somalia), Arkady Ostrovsky, dell'ufficio moscovita dell'Economist (Russia) e Sam Quinones, giornalista di origine messicana autore di due recenti testi sui problemi dell'immigrazione clandestina e delle bande dei narcos, che in Messico hanno assunto le proporzioni di un vero e proprio tentativo di destabilizzazione, quasi di autonomismo armato (con un conteggio delle vittime che tiene testa alle luttuose cifre iraqene). Tre contributi straordinari e molto veridici. Nessuno può dire infatti che cosa potrebbe derivare da una ex nazione come la Somalia, dove un'intera generazione di uomini e donne non conosce il significato della parola governo, dove il terrorismo di matrice islamica e non solo trova un porto compiacente e del tutto fuori controllo e dove i conflitti dell'est africano possono trovare un epilogo di proporzioni inusitate, senza che nessuno possa muovere un dito (che non sia sul grilletto di un inutile fucile automatico). Nessuno può immaginare che fine farà il patto stipulato tra Putin e i suoi elettori (pugno di ferro e soppressione fisica dei giornalisti scomodi, contro stipendi elevati) negli anni della crisi economica ed energetica. E nessuno può prevedere l'effetto di una frontiera esplosiva su una fascia così ampia degli Stati Uniti. Da leggere assolutamente per sapere da dove arriveranno le prossime tegole.

Radio Taiwan, il governo chiede indulgenza per la Cina

C'è maretta a Radio Taiwan International per le presunte interferenze del governo taiwanese che vorrebbe una emittente meno critica nei confronti del mainland cinese. Sembra che il board della stazione minacci dimissioni in massa, non si capisce se per deontologia professionale o nostalgia del generale Chiang Kai-Shek. Taiwan è un'isola ad alta densità radiofonica e le antiche contrapposizioni con i fratelli comunisti (ex comunisti?, ex fratelli?) bruciano al punto da alimentare una grande flusso di propaganda. Ma diciamo la verità, dopo la svolta capitalista e tecnologica dell'industria cinese, non si capisce bene che ruolo finirà per avere l'economia di Taiwan (la politica ha sempre contato poco, in un posto che finora ha retto soprattutto come territorio ideale per avventure finanziarie offshore).
E non si capisce bene la posizione del Kuomintang il partito del presidente Ma (eletto nel marzo di quest'anno dopo anni di governo del partito Democratico). Non era il Kuomintang, il partito nazionalista, a volere la contrapposizione con la Cina? Perché adesso Ma ha apertamente dichiarato che l'unificazione con il Mainland è il suo obiettivo politico, anche se per rispettare le posizioni degli indipendentisti (sono finiti i tempi in cui a Taiwan regnava il partito unico) non si parla di un calendario preciso. Vengono in mente le alchimie della nostra politica anni settanta, le convergenze parallele... le divergenze confluenti. Che mondo strano.

RTI chairman resigns claiming Taiwan government pressure

TAIPEI (Taiwan News)- Some board members of Radio Taiwan International claim that they are being pressured by the Ma administration to resign. During an ad hoc board meeting today, one board member said that the Ma government interfered in program production asking that there be less criticism of China. But a caucus of KMT legislators came out in support of Ma saying that the party in power had responsibility over the government-mandated radio station and that the board members should have resigned earlier.
The RTI directors should serve for a guaranteed uninterrupted term until September 2009. But Board Chairman Cheng You resigned last week after being criticized for not striving to promote policies of the new government.
Some board members said that given their guaranteed term, it would not have been easy to change them immediately for pan-blue supporters. So the government had to find fault with them, by for example, condemning their inability to promote the ruling party's policies, or as “being too green”.
In a Sept 29 interview, Cheng said that even through the Government Information Office had mixed reactions, it had finally played the people’s reactions trick, saying that while RTI had tried to make some improvements, they were not enough to gain everyone's support. Remaining in office would have been senseless, so he resigned.


Shih denies Radio Taiwan International drama

The government denied yesterday that it was facing a rebellion at its international radio station over orders not to offend China. Independent board members of Radio Taiwan International were about to resign en masse in protest at the government's interference, the Chinese-language Liberty Times reported yesterday.
Cabinet spokeswoman Vanessa Shih said the government had told station management to propagate the country's new image, but she denied that was an order to abstain from criticism of China. Dissatisfaction about repeated government advice about RTI broadcasts was likely to break out into the open at a board meeting scheduled for today, the paper said.
Opposition Democratic Progressive Party lawmaker Tsai Huang-liang (蔡煌瑯) accused the government of attempting to launch a purge at the radio station.

Praga, quando "Radio Moldau" giustificava l'invasione

Nell'invasione di Praga che iniziò esattamente 40 anni fa, un ruolo molto importante per la sua posizione geografica lo ebbe una nazione che oggi non esiste più. Ma i cui abitanti c'erano allora e in molti casi ricordano ancora adesso. Oggi tutti i giornali tedeschi e le stazioni radio ricordano gli avvenimenti della primavera di Praga visti dal lato della DDR, la Repubblica Democratica Tedesca. In particolare ho letto questo eccellente articolo della FAZ, che potete tradurre abbastanza facilmente con Google (non fatelo in Italiano, la traduzione automatica viene indirettamente da quella inglese e tutto diventa meno chiaro), accompagnato da una galleria di foto.
Bellissimi i ricordi di Kurt Fischer, negoziante di apparecchi radio, che abita a Frauenstein, allora sulla linea di confine tra DDR e Cecoslovacchia attraversata dai tank del Patto di Varsavia. Kurt ascoltava tutti i programmi radio e racconta di essersi sentito molto vicino alle posizioni di Dubcek.
Ma la DDR non offrì solo un supporto militare e logistico. Nell'agosto del 1968 iniziò a trasmettere Radio Moldau (Vltava o Moldova), che attraverso gli impianti in onde medie di Dresda-Wilsdruff, su 1235 kHz, cercava di indottrinare gli insorti di Praga sulle trame imperialistiche di Bonn (la tesi era che Dubcek fosse un agente tedesco occidentale) per giustificare l'invasione fatta passare per "aiuto internazionalista". Peccato che Radio Moldau, che fingeva di operare clandestinamente dalla Cecoslovacchia e di essere legata a un movimento contro-controrivoluzionario, assoldasse annunciatori che parlavano in pessimo ceco. I praghesi capirono subito il trucco propagandistico e Radio Vltava smise di trasmettere nel febbraio del 1969.
L'ente radiofonico regionale sassone MDR sta dedicando parecchi speciali in questi giorni (guardate nella pagina "La fine di una illusione?"). Purtroppo non sono tutti accessibili via podcast. Il 19 è stata trasmessa una intervista, non salvata in archivio, con una delle conduttrici di Radio Moldau; l'intervista è stata curata da uno storico dei media, Christian Könne, che aveva partecipato anche un convegno di qualche anno fa sui media della DDR (ho trovato questa scheda al proposito).

Tbilisi-Praga, 40 anni di questi carri armati

Con un tempismo a dir poco agghiacciante, le simpatiche truppe dell'amico Putin celebreranno a Tbilisi il quarantesimo anniversario della notte tra il 20 e il 21 agosto 1968, quando i carri armati dell'allora Unione Sovietica, coadiuvati dagli alleati del Patto di Varsavia, misero fine alla primavera di Praga.
Incredibilmente sopravvissuta a quegli anni, Radio Praga non si occupa più di propaganda da Guerra Fredda, ma dimostra validamente come sia ancora possibile fare ottima radio, in più lingue, facendosi sentire in Europa e nel mondo attraverso le onde corte.
Sul sito dell'emittente, altrettanto valido, trovate molte pagine di ricordi e materiali audiovisuali di quella notte, con una serie di registrazioni originali di Radio Praga e delle vicine emittenti in lingua ceca. La sezione inglese invece presenta una lunga intervista con Liz Skelton, giovane cittadina britannica che nei giorni successivi al 21 agosto decise di seguire in Cecoslovacchia un amico che aveva il doppio passaporto ma voleva essere vicino alla parte ceca della sua famiglia. Alla fine Liz restò a Praga per quasi due anni, lavorando alla redazione estera dell'emittente di stato. Liz racconta tra l'altro di aver aiutato il fotografo Josef Koudelka a far arrivare all'estero le sue immagini dell'invasione. Forse qualcuna di queste immagini fa oggi parte della mostra organizzata al Centro Internazionale di Fotografia qui a Milano.

Crisi in Georgia, tutte le informazioni su Radio Free Europe

Il conflitto scatenatosi in Georgia lo scorso 8 agosto è l'ennesima dimostrazione della fondamentale importanza della crisi che regna da decenni nelle regioni caucasiche e centro-asiatiche. Per seguire l'evolversi di questa situazione vi suggerisco di utilizzare il sito Web di Radio Free Europe/Radio Liberty: una organizzazione evidentemente legata alla pessima (dal punto di vista della politica estera in quella regione) amministrazione americana, ma in grado di mettere sul campo le opinioni e le corrispondenze di giornalisti che forse lo stesso presidente Bush farebbe bene ad ascoltare o leggere con attenzione. Le due aree del sito RFE/RL, una dedicata alla Georgia e una specificatamente alla crisi nell'Ossezia meridionale e Abkhazia, sono letteralmente farcite di articoli, filmati e altri contributi multimediali.
Radio Free Europe era uno dei simboli della Guerra Fredda. Oggi, con le sue trasmissioni in 28 lingue est-europee e centro-asiatiche, è diventata un esempio di come si possa fare buona informazione geopolitica con mezzi finanziari relativamente limitati. Peccato vederla citata così raramente.

"Non allineati", una radio per il Sud del mondo?

Che esista ancora un movimento delle nazioni non allineate può essere considerata una notizia sorprendente in un mondo dove non esistono più molte cose a cui allinearsi. Il NAM, o Movimento dei Non Allineati, somiglia a un relitto dell'epoca della guerra fredda, quando il pianeta era diviso sommariamente in due blocchi. Come "terza via" i non-allineati non sono mai stati molto credibili, a mio modesto parere. Negli anni settanta e ottanta si trattava più di distinguersi dalle geografie sotto la diretta influenza sovietica che adottare una posizione autenticamente neutrale tra americani e russi e in questo senso la definizione suonava non poco ipocrita. Paradossalmente oggi, malgrado il segretariato del NAM sia cubano e il segretario si chiami Raùl Castro, tutto sembra avere più senso e i non allineati sono diventati una sorta di club del terzomondismo, cioè tutto il pianeta fuori da Nord America, Europa, Federazione Russa, Giappone e Australia. Anche l'Argentina e la Turchia non fanno parte del NAM mentre giganti come Messico, Brasile e Cina hanno uno statuto di "osservatori".
In questi giorni, a Isla Margarita in Venezuela, si è tenuta la settima conferenza dei ministri dell'informazione delle nazioni non allineate, il Cominac (che questi Stati indipendenti avvertano la necessità di avere dei ministri dell'informazione è di per sé un fatto un po' inquietante, ma anche noi italiani siamo praticamente nella stessa situazione per cui...). Tra le proposte discusse dai padroni di casa - il Venezuela ospiterà il Cominac per i prossimi tre anni - c'è anche quella di realizzare, nel continente latinoamericano, una emittente radiofonica Radio of the South/Radio Sur, che si ispirerebbe al progetto, già avviato da un paio d'anni, di TeleSur, la CNN del Sud America realizzata con gli investimenti di sei nazioni, Argentina, Bolivia, Cuba, Ecuador, Nicaragua e Venezuela. Di una radio per il Sud del mondo ha parlato esplicitamente il ministro delle comunicazioni venezuelano Andrés Izarra.

VENEZUELA: CENTER OF DEBATE ON COMMUNICATION AT COMINAC

ISLA MARGARITA, VENEZUELA, Jul 2 (NNN-COMINAC)-- Venezuelan Communication and Information Minister Andrés Izarra highlighted the importance of the Conference of the Ministers of Information of the Non-Aligned Countries (COMINAC), starting here on Wednesday. Venezuela will chair COMINAC for the next three years and it will show the world the concrete experience of TeleSUR as an example of the democratization of communication.
The South American country will also promote the launching of the Radio of the South. Izarra explained that the COMINAC’s challenge is to promote the world’s information balance. “The construction of a new communication order is still an unresolved issue and this conference is held precisely under this spirit (…) the interest in resuming this issue is contributing to the construction of a more egalitarian, plural world.”
“We also want to seize this opportunity in order launch the Radio of the South,” he added. The Venezuelan official highlighted the progress of the multi-state TV station TeleSUR, which has been on air only for two years. “TeleSUR offers today a vision of Latin America that nobody else shows (…) It’s also an interesting experience due to its shareholder structure.”
According to Izarra, the communication issue is experiencing a change of paradigm due to the impact of new technologies and the access to the Internet. He thinks that this fact is opening a path to break the world’s information imbalance.
Over 85 nations of Non Aligned Movement’s 118 member states the have confirmed their attendance. For Izarra, the high participation at this conference has two interpretations: "First, the interest in the Venezuelan process as the forefront of world changes currently underway. Second, the interest in resuming the communication issue and understanding that it is extremely important for the development of our countries, their sovereignty, and the construction of a more egalitarian world,” he concluded.

Naturalmente la responsabile di Radio Nacional de Venezuela, Helena Salcedo, si è subito candidata a ospitare la sede dell'emittente. Personalmente dubito che il progetto possa davvero andare in porto, ma sarebbe bello se questa diventasse una voce autorevole del terzomondismo più costruttivo.

Helena Salcedo pone a la orden la experiencia nacional

La directora del circuito Radio Nacional de Venezuela (RNV), Helena Salcedo, anunció que la sede de Radio Sur pudiera estar en Venezuela, pues al asumir la nación venezolana la presidencia de la Conferencia de Ministros de Comunicación de Países no Alineados (Cominac) las condiciones estarían dadas para ello.
"Venezuela tiene una experiencia con este trabajo desde hace tres años y, a propósito que va a tener la presidencia de la Comisión, es pertinente hacer esta contribución para crear esta red de emisora. Ya la idea de cómo debe funcionar la radio está bocetada, lo que resta es que se diseñe el funcionamiento", destacó Salcedo, citó la prensa oficial.
Señaló que se gestionan con Consejo Nacional de Telecomunicaciones (Conatel) algunos diales para que la Radio del Sur pueda funcionar de manera independiente. Salcedo, representante de Venezuela en la VII Cominac, sostuvo que el propósito está bien definido y va encaminado a cambiar los esquemas en materia comunicacional y acercar los pueblos.
"Expusimos a representantes de Egipto y Jamaica cómo funcionaría este tejido comunicacional, porque puede llegar a zonas donde los medios no son accesibles. Podemos tener corresponsales en distintos países y esto es una ventaja que nos permite tener información veraz y oportuna directamente".

Arcipelago delle Comore, invasa l'isola ribelle

Dalla loro indipendenza dalla Francia, conquistata nel 1975, le isole Comore non hanno conosciuto un giorno di quiete. Diciannove tentativi di colpo di stato, molti dei quali riusciti. E in più fino a oggi c'era la bega di Anjouan, una delle tre isole principali di questa federazione in pieno Oceano Indiano. Dal 2007 il governatore di Anjoun, Mohamed Bacar, ha dichiarato un grado di autonomia prossimo all'indipendenza dal resto delle Comore, proclamando un suo governo con tanto di ministeri.
Poche ore fa le truppe tanzanesi dell'Unione Africana e dell'esercito federale delle Comore hanno occupato Anjouan dove - riferiscono le stazioni radio africane - si sente ancora sparare. Tanto per cambiare c'è anche di mezzo una storia di censura radiofonica locale. L'emittente privata Radio Dzialandzé Mutsamudu è oggetto di prevaricazioni e divieti. Nel 2005 venne addirittura chiusa e solo l'intervento delle organizzazioni internazionali fece tornare il governo locale sui propri passi. L'emittente ufficiale è Radio-Télevision Anjouanaise, costituita nel 1997 nella sede dell'ORTC come simbolo dell'autonomia e oggi attiva su quattro frequenze in modulazione di frequenza. Le Comore si potevano sentire molti anni fa nei 90 metri in onde corte, erano parecchio rare. Peccato che adesso non si possa proprio ascoltare niente qui dall'Europa.

African forces invade rebel Comoros island

MUTSAMUDU, Comoros (AFP) — African Union (AU) troops Tuesday entered the capital of the Comoros rebel island of Anjouan to oust its renegade president, sparking fierce fighting near the presidential palace and the airport.
AU troops engaged in heavy clashes with forces loyal to Anjouan's leader Mohamed Bacar near his residence in Ouani, north of the capital Mutsamudu.
Other Tanzanian soldiers entered Mutsamudu without resistance and were cheered on by locals, witnesses said.
The presidential palace was deserted Tuesday, an AFP correspondent reported, adding sentry posts were empty at the gates of the Dar el Najah palace, located a few miles away from the capital Mustamudu.
The palace doors were wide open and nobody was visible inside, although an AFP reporter on the ground said a few local gendarmes could be seen in the vicinity. Nor was there was any sign of troops from the African Union force.
Federal Comoran forces deployed with AU forces in the fight against Bacar, fired from a ship docked off the shore of Ouani, where heavy explosions and rifle fire could be heard, according to an AFP journalist.
Bacar's forces, tying red ribbons -- the colour of the Anjouan flag -- around the barrels of their assault rifles, were deployed on the road between Mutsamudu and Ouani and around the cliffs of the capital early Tuesday.
Several Comoran soldiers told AFP that they had landed in Ouani with Tanzanian troops in the offensive named Operation Democracy in the Comoros.
Comoros President Ahmed Abdallah Mohamed Sambi announced in a nationally televised address on Monday that he had given the green light to a long-threatened joint operation by Comoran and AU forces to reunify the Indian Ocean archipelago.
Heavy weapons fire, probably from a high calibre machinegun, began around 5:00 a.m. (0200 GMT).
Ships carrying the AU and Comoran troops had left the nearby island of Moheli early on Monday, and a helicopter dropped leaflets on Anjouan warning citizens that the taskforce could arrive within hours to depose Bacar.
"I have ordered the Comoran army and the the forces of our country's friends to bring Anjouan back under the rule of law and free her citizens," Sambi said, adding that he did so "without joy, like swallowing a bitter pill".
Since winning independence from France in 1975, the Comoros have never known constitutional stability and have faced 19 coups or coup attempts.
Bacar had been the elected president of Anjouan -- each of the three islands in the federation has its own leader, under a federal president -- since 2002.
He ran for re-election in June 2007 in a poll that was declared illegal by Sambi's federal government and was never recognised by the African Union. He has run the territory as a breakaway province ever since.
In an interview with AFP on Thursday, Bacar had taken a defiant stand.
"I am still determined to defend Anjouan despite my concern that people are ready to come here and fire on the Anjouanese. But I am continuing with my preparations to defend Anjouan," he said.
In addition to the African Union, France, the country's former colonial power, has also given the operation to oust Bacar its blessing, and helped air-lift the AU troops to the area.

Iran: guerra, pace o radio?

Molto documentato e interessante, l'articolo di Helmut Gabel sulla rivista Telepolis, del gruppo editoriale tedesco Heise (riviste di informatica ma anche l'edizione tedesca di Technology Review, la rivista del MIT) parla della repressione delle minoranze religiose in Iran, dove i sufi subiscono ogni sorta di angherie. Il racconto è disseminato di riferimenti alle emittenti in onde corte e tra le altre viene presentata in dettaglio Radio Zamaneh, emittente "contras" finanziata dagli olandesi e attiva su Internet, satellite e, fino a poco fa, in onde corte, attraverso un relay ucraino. Sembra però che la frequenza in onde corte (6245 kHz) sia stata cancellata, chissà perché.
Radio Zamaneh è uno dei progetti della OGN olandese Press Now, che sul sito Web annuncia anche il progetto di una stazione "off shore" per l'Uzbekistan, per il quale è alla ricerca di un responsabile. "Press Now is seeking a Project coordinator / Radio Editor-in-Chief / Director for a new off-shore radio station for and on Uzbekistan. This new radio project based in the Netherlands wishes to disseminate news from and for Uzbekistan. It aims to inform and raise awareness among its listeners by broadcasting professional, objective and non partisan radio programmes which gives a voice to the unheard majority of the population in Uzbekistan. The radio project is a grassroots initiative and will start as a one-hour-weekly broadcast of news, entertainment and reportages of diverse Uzbekistan-focused programmes. Key words of the radio initiative are: professional, non partisan, independent, innovative, participatory and with special interest for the youth in Uzbekistan."

Iran: Die Verfolgung der Sufis

"Die Menschen im Iran fragen sich, ob der Sicherheitsrat der Vereinten Nationen lediglich hinsichtlich der Aussetzung der Urananreicherung entschlossen und effektiv handelt, während das Leben der Menschen im Iran, deren Grundrechte täglich zunehmend verletzt werden, seitens des Sicherheitsrates nicht als wichtig erachtet wird. Freiheit, Demokratie und Menschenrechte sind selbstverständliche Rechte der iranischen Nation. Wir Iraner hoffen, dass die Vereinten Nationen sowie sämtliche Menschen und Institutionen, welche die Demokratie und die Menschenrechte verteidigen, ihre Unterstützung der Bewegung der iranischen Nation für Freiheit und Demokratie nicht vorenthalten." Der Ruf nach Freiheit kommt von Akbar Ganji (1) und richtet sich an Ban Ki-Moon, den UN Generalsekretär.
Freiheit ist dieser Tage ein seltenes Gut. Manche sind überzeugt davon, dass in der Islamischen Republik Iran dieses Gut fehlt. Die Regierung Ahmadinedschad trat 2005 mit dem Versprechen an, mehr Möglichkeiten zu schaffen und die wirtschaftliche Situation für die Mittellosen zu verbessern (2).
Mitte Dezember 2007 bat Ahmadinedschad seine Wähler öffentlich um Entschuldigung dafür, dieses Wahlversprechen nicht eingelöst zu haben. Seine Bewegung wird vor allem von den Basitschi und den Pasdaran, den Revolutionswächtern, aus unterschiedlichen Gründen getragen. Die Basitschi hatten sich bei der Wahl strengere islamische Sitten und mehr Geld auf dem Tisch erhofft. Basitschi-Einheiten und Pasdaran haben viel Zuwendung vom Präsidenten im Gegenzug erhalten. Die Pasdaran durften sich immer mehr Kuchenstücke der Öl-, der Bau- und der Telekommunikationsindustrien einverleiben (3).
Doch viele Wähler Ahmadinedschads zeigen sich bitter enttäuscht (4) von der Politik ihres Präsidenten. Zu Hause kommt nichts auf ihren Tisch von den geschätzten 160 Milliarden Dollar Öleinnahmen. Ganz nach dem Geschmack derer, die strengere islamische Sitten gefordert haben, dürfte die Regierungszeit Mahmoud Ahmadinedschads aber schon sein. Wenn sich Frauen für Frauenrechte zu offensiv einsetzen, finden sie sich schnell im Gefängnis oder mit Peitschenhieben abgestraft (5). Gefängnis und Gewalt erwartet Studenten, die aufmucken (6). Der Gewerkschaftsführer der Teheraner Busfahrer, Mansour Osanloo, wurde im Juni 2007 geschlagen und verhaftet. Zuvor hatte er in Brüssel bei der EU vorgesprochen und seinen unfreundlichen Empfang in der Heimat vorausgesagt (7). Religiöse Minderheiten haben laut Innenminister Pour-Mohammadi im Iran keine Rechte.
Ob sie nun Bahai, Sufis oder Sunniten sind, im Zentrum des Schia-Islam scheinen sie nicht willkommen zu sein. Die Liste der Betroffenen hört bei den Journalisten sicher nicht auf, aber sie gelten als Symbol für Meinungsfreiheit und ihre Arbeit wird von Ahmadinedschad zwiespältig gewertet. Solange sie seinem Meinungsstrom, seinen Ideen und Interpretationen folgen, lobt er sie, aber wehe sie werden kritisch und weisen mit der Feder auf Missstände hin. Viele Zeitungen wurden verboten, erschienen unter anderem Namen und wurden erneut versenkt. Kein ganz neues Spiel im Iran, aber seit die Hardliner an der Macht sind, werden die Daumenschrauben für freie Denker wieder enger gezogen. Nur ein kleines Beispiel ist Emadeddin Baghi (8). Adnan Hassanpur wurde sogar zum Tode wegen Spionage verurteilt (9) vom Samstag 10.November 2007.
Das Prinzip ist immer gleich: die Vorwürfe reichen meist von Beleidigung islamischer Werte über Geheimnisverrat an die Feinde bis zu Systemdestabilisierung. Trotz vieler Hindernisse und Einschüchterungen finden sich immer noch Journalisten und Schreiber, die vor allem auf neue Medien ausweichen und ihre Eindrücke, Gefühle, Meinungen und Hoffnungen schriftlich weiterverbreiten. Im Nahen Osten führt der Iran die Zahl derer an, die das Internet nutzen.
"Die gefährliche internationale Situation des Iran und die Auseinandersetzung zwischen dem Iran und dem Westen haben die Weltöffentlichkeit und insbesondere die Vereinten Nationen von den unerträglichen Verhältnissen, welche das Regime für die Menschen im Iran geschaffen hat, gänzlich abgelenkt", so Akbar Ganji, der seinen Brief (10) an Ban Ki-Moon im September schrieb. Der Casus Belli scheint zwar abgeschwächt, aber die Stoßrichtung scheint eine andere zu sein (11). Das Wort von der sanften Revolution im Iran, die das System beenden soll, macht schon länger die Runde (12).
Das Regime im Iran achtet auf solche Signale ganz genau und greift sie sofort als Spielball gegen seine inneren Gegner auf. Alle die jetzt mehr Freiheit fordern, laufen Gefahr als Gegner der Nation, des Islam und der Werte des Velayat-e-Faghi-Systems bezeichnet zu werden. Mögliche Folgen: Gefängnis, um für eine Weile aus dem Weg zu sein; Tod, um ganz aus dem Weg zu sein und andere deutlich vom Widerstand abzuschrecken.

Apokalyptische Dimensionen

Das prinzipientreue Regime steht auf dem geistigen Fundament, das sehr radikal denkende Ayatollahs aufgestellt haben. Sie vertreten eine sehr eng ausgelegte apokalyptische Interpretation des schiitischen Islam. Sie sehen es als Aufgabe der Regierung die Nation auf die physische Wiederkunft des Messias, den verborgenen 12. Imam Muhammad al-Mahdi, vorzubereiten (13). Teil dieser Vorbereitungen ist die "Säuberung der Gesellschaft von unreinen Elementen". Ein weiterer Teil ist das Hervorrufen von Chaos, um damit die Bedingungen für die Wiederkehr selbst zu schaffen und nicht wie andere glauben, darauf zu warten (siehe Messianische Entschlossenheit (14)). Diese Ayatollahs erlassen Fatwas, Rechtsgutachten, die es der Regierung erlauben, gegen ihre Gegner vorzugehen.
Ein gefährlicher Gegner im Iran scheint der Nematollah Gonabadi Sufi Orden (15) zu sein (vgl. Der iranische Mythos (16)). Dieser spirituelle Orden bekommt angeblich immer mehr Zulauf von jungen Iranern, die genug haben von intoleranten Auslegungen des Islam und unter der Atmosphäre von Unterdrückung im Land leiden. Sie nehmen also teil an den Veranstaltungen des Ordens, beschäftigen sich mit friedliebenden Auslegungen des Korans, beschäftigen sich mit Musik und Poesie, beschäftigen sich mit ihrer persönlichen spirituellen Schulung und bringen ihren religiösen Obolus, Zakat, den Sufis.
Ayatollah Nouri Hamedani hat eine Fatwa erlassen, die eindeutig die Sufis als gefährlich für den Islam brandmarkt (17). Konkurrenz sehen die Fundamentalisten gar nicht gern. Und schon gar nicht, wenn das liebe Geld mit ins Spiel kommt. Um diese Gefahr für das Regime abzuwenden, sind im ersten Schritt vor allem die Basitschi-Mitglieder ideologisch darauf eingestellt worden, die Sufis nicht als Moslems, sondern als unrein und als Säule der Feinde aus dem Ausland zu betrachten. Im zweiten Schritt haben vor Ort Mullahs ihre Basitschi angestachelt, die Gebetshäuser der Sufis zu zerstören und die Sufis aus dem Ort zu vertreiben (18).
Im Februar 2006 sind mehr als 1000 Sufi in Qom ernsthaft verletzt und festgesetzt worden, als sie sich der Zerstörung ihres Gebetshauses zu widersetzen suchten. In Boroujerd sind im November 2007 mehr als 500 Sufis in gleicher Weise aus ihrem Gebetshaus vertrieben worden (19).

Widerstand um der Freiheit willen

Die Kalkulationen der radikalen Ayatollahs in aller Ruhe in einer Stadt nach der anderen die Basitschi zu mobilisieren, um sie von den Sufis zu säubern, haben sich bislang nicht erfüllt. Die Sache mit den Sufis schlägt immer höhere Wellen. Mehdi Karroubi schrieb nach den Ereignissen von Boroujerd als erster einen offenen Brief an Innenminister Pour-Mohammadi, bat um Aufklärung der Vorfälle und nahm die Sufis in Schutz. Der Philosoph Javad Amoli und Ayatollah Fazel Meybodi erhoben ihre Stimmen für die Sufis (20):

Eine Petition zur Unterstützung der Sufis, die über tausend Unterschriften bekannter und hochrangiger Politiker, Denker und Reformkleriker versammelt hat, kursiert (21) im Iran. Sie liest sich wie eine Versammlung reformorientierter Kräfte.

Die Unterzeichner sind keine Derwische und möchten auch keine werden. Ihr Interesse gilt der Freiheit. Sie wollen ein Ende der Ära Ahmadinedschad einläuten. Dr Sadr Haj Seyed Javadi und Hashem Sabbaghian sind prominente Mitglieder von Nehzat-e-Azadi, sie stehen hinter der Petition (22).
Der ehemalige Sicherheitsberater von Khatami und Mitglied im Teheraner Stadtrat, Saeed Hajjarian, der maßgeblich zur Aufklärung der Ketten-Morde beigetragen hatte, findet sich unter den Unterstützern. Yousefi Eshkevari, Mohsen Kadivar, Fazel Meybody, Ahmad Ghabel sind reformorientierte Geistliche und Schriftsteller, die sich in die Petition neben vielen anderen eingebracht haben und nach Freiheit rufen. Sie alle sind Teil der Reformbewegung im Iran (23).
Doch Aufmerksamkeit für die Vorgänge im Iran kommt auch aus dem Ausland. Eine 11 köpfige Delegiertengruppe der EU machte sich auf den Weg in den Iran, unter anderem auch mit dem Thema Menschenrechte im Gepäck. Die Vorfälle in Boroujerd kamen zur Sprache und es war auch möglich, mit betroffenen Derwischen zu sprechen.
Der Druck auf die Regierung war stark. Man möchte im Ausland gerne als gerecht gelten. Das erste politische Opfer des Drucks kommt aus dem Innenministerium: Mohammad Bagher Zolghadr, stellvertretender Innenminister, wurde als Verantwortlicher für die Vorfälle in Boroujerd entlassen. Kommentatoren sehen diese Maßnahme von oberster Stelle als Ausgleich, um der Sufiangelegenheit den Wind wieder aus den Segeln zu nehmen, die sich nun in der ganzen Welt Gehör verschaffen und sich über das Verhalten der Verantwortlichen in der Islamischen Republik Iran beklagen (24).
Die überwiegende Mehrheit der Delegierten plädiert dafür, die Sanktionsschraube gegen den Iran nicht noch fester zu ziehen. Sie befürchten eine Verschärfung der Repressalien gegen religiöse und ethnische Minderheiten (25).

Das "Herz der Kultur-NATO"

Die Hardliner im Iran beobachten die Aktivitäten der Opposition akribisch und versuchen, jegliche Kritik als Verrat an der Islamischen Republik Iran zu diskreditieren. Kontakte ins Ausland werden als Spionagetätigkeit gewertet. Jetzt, kurz vor den Wahlen zur Majles, scheinen die Hardliner ihre Gegner einschüchtern oder zu Fehlern verführen zu wollen. Das Sprachrohr der harten Positionen ist Kayhan, eine Zeitung, die von Dr Hossein Shariatmadari herausgegeben wird. Sie soll ausgesprochen gute Kontakte zum iranischen Geheimdienst unterhalten (26).
Anfang Dezember 2007 veröffentlichte Kayhan einen ganzseitigen Artikel über die Gefahren für die IRI. Es heißt, der Artikel enthalte das Material von zwei Jahren Recherche (27). Die Hauptthese des Artikels bezeichnet die Holländische Regierung als das "Herz der Kultur-NATO". Damit wird Holland als führende europäische Nation betrachtet, die gegen den Islam und gegen die IR Iran vorzugeht. Der holländischen Regierung wird vorgeworfen, einen westlichen Kulturstrom in den Iran einzuschleusen, um die Werte der Islamischen Republik zu zerstören und sie durch billige und substanzlose westliche Werte zu ersetzen.
Hauptwerkzeug (28) der Holländischen Regierung sei das aus Amsterdam seit 2006 sendende Radio Zamaaneh(Neue Zeiten) (29). Farahnaz Karimi (30); eine iranisch stämmige Abgeordnete der holländischen Grünen wird beschuldigt, im Auftrag des holländischen Geheimdienstes Radio Zamaaneh aufgebaut zu haben. Kayhan benennt alle Mitarbeiter des Senders, veröffentlicht die Adresse und beschreibt minutiös, wie tief der holländische Steuerzahler in die Tasche greifen musste, um diesen Kulturfeldzug zu führen.
Es ist die Rede von 15 Millionen Euro, die sich Radio Zamaaneh noch mit anderen Initiativen teilen muss. Mehdi Jami, Exiliraner mit Wohnsitz in Holland, ist Schriftsteller und Filmemacher. Er leitet Radio Zamaaneh mit dem Anspruch, freien professionellen Journalismus unter Mitarbeit von Laien aus dem Iran zu bieten. Zum Beispiel organisiert er einen Schreibwettbewerb unter jungen Iranern. Kayhan bezeichnet ihn als Marionette der holländischen Regierung (31). Manche Exiliraner halten Radio Zamaaneh vor, nicht wirklich freien Journalismus zu betreiben. Sie werfen Jami vor, zu wenig kritisch der Regierung im Iran gegenüber zu sein, zu undeutlich auf Einschränkungen der Freiheit hinzuweisen und ganz auf der Linie des Systems zu bleiben, wenn auch eher reformorientiert. Kayhan sieht das anders.
In dem besagten Artikel wird ein Vergleich mit anderen Sendern, die in den Iran senden, gezogen. Der entscheidende Unterschied für Kayhan ist, dass die Sendungen von Radio Zamaaneh nicht die Absicht verfolgen, ihre Hörer durch Kritik an diesem oder jenem zu überzeugen, wie Radio Farda, Radio BBC und Deutsche Welle das tun, sondern schlichtweg westliche Kultur in den Iran einzuführen und damit junge Iraner von der rechten Lebensführung abzubringen. Mehrere Aspekte werden dafür angeführt: ein bestimmter westlicher Musikstil, die Kontaktmöglichkeit zwischen Männern und Frauen und das offene Reden über Sex. Den Aufruf an die Bevölkerung im Iran sich bei der Gestaltung des Programms zu beteiligen, kommentiert Kayhan als Spionage und Möglichkeit für Dissidenten, mit Auslandsgeheimdiensten in Kontakt zu stehen.
Schließlich kommt der auch der verborgene Imam wieder mit ins Spiel. Nach den Vorfällen in Boroujerd sendete Radio Zamaaneh ein Interview mit Dr Nour Ali Tabandeh, dem Oberhaupt des Nematollah Sufi Ordens über die Dämonisierung der Sufis und über die vergangenen Zerstörungen ihrer Gebetshäuser durch die Basitschi. Der Kayhan Artikel führt dazu aus, dass der Nematollah Orden der schlimmste aller Sufi Orden sei, der behaupte ein schiitischer Orden zu sein.
Radio Zamaaneh habe Dr Tabandeh ermöglicht, sich wichtig zu machen, außerdem würde er sich als Stellvertreter des Verborgenen Imams betrachten. Der Verborgene Imam ist ein brisantes politisches Thema im Iran, da sich die Legitimation die Gemeinschaft der Rechtgläubigen zu führen im Zusammenhang mit ihm ableiten lässt. Neulich wurden bei den Freitagsgebeten in Teheran Broschüren verteilt, die eine frappierende Ähnlichkeit zwischen Präsident Ahmadinedschad und den alten Beschreibungen über das Aussehen des Verborgenen Imams bei seiner Wiederkehr nahe legen. Hier versucht wohl jemand die starke Autoritätsgläubigkeit im Volk auf eine subtile Weise zu steuern.
Kayhan hält Radio Zamaaneh durch die oben angeführten Punkte für die Speerspitze der niederländischen Regierung gegen die Islamische Republik. Neben Radio Zamaaneh haben die Niederlande noch weitere Islamfeindliche Ereignisse zu bieten, erfahren wir aus dem Artikel. Der Film "Submission" von Theo van Gogh und Ayaan Hirsi Ali und der nachfolgende Film "Submission 2" beschäftigen sich mit der Situation von Frauen in islamischen Gesellschaften und zeigen kritische Szenen (32).
Auch der Fall der Exiliranerin Sooreh Hera (33), die seit sieben Jahren in Holland lebt und Fotografien von homosexuellen iranischen Flüchtlingen mit Masken von Mohammed und Ali ausstellen wollte, zählt für Kayhan zu den unterminierenden Vorgängen der Niederlande gegen den Islam und gegen Iran. Wenn wir alle diese Vorwürfe ernst nehmen, so ist hier ein klares Feindbild herausgearbeitet. Wem also Kontakte zu diesem Feind nachgewiesen werden, könnte leicht in die Schusslinie der Hardliner geraten.
