La spia del formaggio, radioamatore arrestato in Libano

Le cronache ci regalano un altro episodio relativo a possibili attività spionistiche con al centro l'uso di una radio. Un mezzo che tanto anacronistico non deve poi essere. Questa volta la brutta avventura è capitata al radioamatore tedesco Manfred Haug DL6SN, da qualche anno residente in Libano (con call OD5) come ingegnere specializzato in macchinari per l'industria casearia. La stampa libanese ha riferito che lunedì Manfred è stato arrestato con l'accusa di essere un agente israeliano sotto copertura. I servizi informativi militari avrebbero contestato a Haug l'uso di sofisticati trasmettitori per le sue comunicazioni riguardanti i movimenti nella famosa valle della Beeka. Haug sarebbe stato rilasciato martedì, ma considerando che nell'ultimo anno ci sono state decine di arresti di presunte "spie" israeliane la sua posizione andrà ulteriormente chiarita. Il possesso di una radio a onde corte, tanto più se ricetrasmittente, comincia a diventare pericoloso. La storia della spia che si annida nella fabbrica del formaggio però non si era ancora sentita.

Ein deutscher Agent in Jerusalems Diensten? Der Molkerei-Experte Manfred Peter H. lebt seit Jahren im Libanon und arbeitet dort für einen Käsehersteller. Nun steht er unter dem Verdacht, für Israel spioniert zu haben. Einer der Anhaltspunkte: Er soll ein hochmodernes Funkgerät besitzen.
Die Szene, die sich am Montagmittag im libanesischen Straßenkaff Talia abspielte, dürfte eindrücklich gewesen sein. Eine Einheit des libanesischen Militärgeheimdienstes fuhr in Jeeps vor und stürmte die Käsefabrik, in der viele Einwohner des Städtchens arbeiten und in der "Liban Light" Streich- und Schnittkäse für den figurbewussten Libanesen herstellt. Die Agenten der Spionageabwehr kamen - so scheint es - mit klarem Auftrag: Sie sollten Manfred Peter H. festnehmen, einen deutschen Molkerei-Spezialisten, der bei "Liban Light" seit Jahren für die technische Wartung der Maschinen zuständig ist.
Was den Ingenieur ins Fadenkreuz der Ermittler rückte, berichtete die libanesische Tageszeitung "An-Nahar" (die H.s Namen fälschlich mit Manfred Peter Mog angab) ebenfalls. Der 58-Jährige besitze eine hochmoderne Funkausrüstung, deshalb sei er abgeholt worden und werde nun verhört. Der Verdacht: H. könne im Libanon für Israel spioniert, seine Berichte per Funk ins Nachbarland gesandt haben.
Die Geschichte von H.s Festnahme passt auf den ersten Blick ins Bild: Im Libanon sind seit Beginn letzten Jahres gut 70 Menschen wegen des Verdachts der Spionage für Israel festgenommen worden. Der libanesische Staat geht hart gegen die mutmaßlichen Agenten vor, die vor allem den staatlichen Handy-Betreiber Alfa infiltriert haben sollen. Zwei Männer sind bereits wegen Spionage zum Tode verurteilt worden, auch den anderen Verdächtigen droht die Todesstrafe oder lebenslange Haft. Vergangene Woche hat das libanesische Kabinett eine Beschwerde beim Uno-Sicherheitsrat beschlossen, um gegen die vermeintliche Spionage Israels vorzugehen.

Hobbyfunker oder Agent?

Dass auch H. in ernsthaften Problemen sein könnte, scheint vorerst unwahrscheinlich. Wie SPIEGEL ONLINE aus deutschen Sicherheitskreisen erfuhr, wurde H. am Montag zwar vernommen, danach jedoch wieder auf freien Fuß gesetzt: Anscheinend konnte er den Besitz seiner Funkausrüstung hinlänglich erklären. Deutsche Behörden stünden mit H. in Kontakt, hieß es in Berlin. Vermutlich wird gegen ihn kein Verfahren eröffnet.
Sollte H. sich als reiner Hobbyfunker entpuppen, der sich bloß seinen Feierabend auf dem platten Land des Libanon mit harmlosem Äther-Geplauder vertrieb, könnte man ihm zumindest eins vorwerfen: kein Händchen für das passende Freizeitvergnügen zu haben. Denn das fruchtbare Bekaa-Tal, in dem Milchkühe grasen und Käsefabriken stehen, ist eine der Hochburgen der Schiiten-Miliz Hisbollah. H.s Arbeitsplatz liegt direkt an der Landstraße, die die Provinz- und Hisbollah-Hauptstadt Baalbeck mit dem Süden des Landes verbindet. Jeder Fremde, der sich hier bewegt, wird beobachtet. Erst recht ein Ausländer, der nach Talia zieht.
Dass auf der Straße, die durch Talia führt, aus Syrien geschmuggelte Waffen in die Hisbollah-Stellung an der Grenze zu Israel transportiert werden, ist im Libanon ein offenes Geheimnis. An der Hauptschlagader des Waffenschmuggels einen Agenten zu postieren - diese Idee dürfte Israel früher oder später gekommen sein. Ein Ausländer mit Funkgerät muss der notorisch paranoiden libanesischen Bevölkerung, die im Bekaa-Tal zu großen Teilen mit der Hisbollah sympathisiert, deshalb höchst verdächtig vorgekommen sein. Irgendjemand wird H. deshalb wohl bei der Hisbollah oder direkt bei der libanesischen Armee angeschwärzt haben.
Ob am Montag ein bloßer Hobbyfunker mit einem Schrecken davongekommen ist, oder aber ein israelischer Spion enttarnt worden ist, steht zu beweisen. In libanesischen Geheimdienstkreisen hieß es, über das Verfahren sei noch nicht abschließend entschieden. Ob es eine Anklage gebe, müsse in den nächsten Tagen entschieden werden.

Tropo Favignana 2010

Rieccomi qui. Sabato 24 luglio sono partito per Favignana, capoluogo delle Egadi. All'arrivo a Trapani ho trovato una maestralata da manuale, tanto da riuscire a prendere per un pelo l'ultimo aliscafo della giornata, poco dopo le sette di sera. Un vento teso e costante che ha azzerato ogni possibilità di ascolto in FM a distanze medio-lunghe. Per un paio di giorni non arrivava neppure la Tunisia. Poi, insieme alla Tunisia, qualche accenno di Sardegna. Oggi, anzi ieri mercoledì 28 luglio, intorno alle 19 locali, quattro giorni precisi dopo il mio arrivo, sulla spiaggia di Cala Rotonda sono arrivate le prime emittenti dalla Spagna, tutte e tre dalla zona di Murcia: COPE 100.6, Cadena Dial 103.9 e Punto Radio 106.9. Ho immortalato lo storico momento con il telefonino nel filmato che segue (Cadena Dial, come potete vedere ho utilizzato un ricevitore tascabile TECSUN PL-310, che si sta rilevando incredibilmente sensibile). Insieme alla Spagna ma da tutt'altra direzione ho ascoltato due emittenti napoletane, l'americana AFN su 107 e RAI Auditorium su 103.9. Nessuna traccia finora di propagazione E sporadica, mi sa che questa non sarà una gran stagione per l'FM. Essere qui è in ogni caso una figata. Per la connettività sto utilizzando la mia nuova mattonella MyFi con SIM di Vodafone. Sta funzionando come una scheggia, sono molto contento. Buone vacanze anche a tutti voi.

Pirate FM londinesi in un documentario di BBC Radio 4

BBC Radio 4 dedica un radiodocumentario di mezz'ora al fenomeno tutto britannico-londinese (ecco per esempio il bellissimo sito Web London Pirates)delle emittenti pirata in FM, con molte interviste e considerazioni sul ruolo innovatore di queste stazioni non autorizzante soprattutto sul terreno dei nuovi linguaggi musicali. Come mezzo secolo fa ai tempi di Caroline, dall'illegalità riescono a nascere nuovi ambiti di creatività che finiranno inevitabilmente per "percolare" fino agli strati radiofonici autorizzati da regolare licenza. Intanto però i pirati dell'etere FM rischiano pesanti sanzioni e viene da chiedersi perché debba essere così difficile trovare spazi di espressione in una democrazia matura. Possibile che non si trovi il modo di studiare meccanismi regolatori che assicurino alle emittenti pirata un limitato spazio di movimento a basso tasso burocratico e a costi accettabili?
Faccio il pirata della situazione proponendovi la registrazione del documentario "Do pirates rule the airwaves", ormai non più disponibile sul sito di Radio 4. Il programma è stato realizzato da Trevor Nelson, che era stato DJ della famosa pirata Kiss FM, diventata legale nel 1990.

Britain has been listening to pirate radio since the 1960s and today it is reported that there are more illegal broadcasters than ever. Former pirate DJ Trevor Nelson investigates the current scene.
According to official Ofcom figures, there are around 150 illegal radio stations in the UK today and 16% of London regularly tunes in. The pirates argue they are an integral part of the British music industry and provide a community service that legal stations can't. But broadcasting regulator Ofcom says the FM dial is full. They claim the pirates are a problem, interfering with legal stations and the emergency service frequencies. More worryingly, Ofcom says there is evidence of links to serious crime such as money laundering, guns and drugs.
Trevor revisits the world of illegal broadcasting to find out the truth behind today's pirate scene. Now a presenter on BBC Radio 1, Radio 2 and 1xtra, Trevor began his career in the 1980s on the then illegal Kiss FM. Trevor explores whether the scene has changed considerably since he was in the game or if the musical passion and spirit of pirates past are still present today.
Contributors include broadcasters, legal and illegal, a community radio station, fans, musicians, DJs and OFCOM, who were shadowed by the programme on a raid of a pirate station suspected of interfering with Radio 4.

Terrestar e LightSquared, due nuove reti sat-phone

Sempre piena di notizie e approfondimenti interessanti la newsletter del NAB, National Association of Broadcasters TechCheck ci parla di due nuovi progetti di sistemi di telefonia satellitare interamente basati su IP: il geostazionario TerreStar e il Low-Earth Orbit LightSquared (ex SkyTerra). Un primo accenno ai due progetti era comparso su TechCheck nel 2009 e adesso che entrambi sono in fase anche avanzata di lancio (il satellite TerreStar-1 è in orbita dal luglio del 2009) vengono forniti alcuni aggiornamenti. La copertura satellitare riguarda parti del continente americano e del Pacifico, ma mi sembra comunque una notizia degna di considerazione anche perché LightSqaured fa parte di un più ambizioso progetto di copertura terrestre con servizi di telefonia IP di quarta generazione LTE. I due sistemi pensano di offrire servizi di telefonia evoluta per terminali smart (Terrestar pensa a uno smartphone satellitare Windows, figuriamoci un poco).

New Satellite Phones Still on the Horizon

In broadcast engineering, things typically take longer than expected, especially when implementation of new technology is involved. Apparently the same is also true of satellite telephone systems. A year ago, NAB TechCheck reported on two Internet Protocol (IP)-based satellite phone systems that were expected to soon be available (see the July 27, 2009 issue of Radio TechCheck for additional background information on these services). While still not up-and-running, there have been new developments for each system.
TerreStar Networks (Reston, Va., www.terrestar.com) plans to offer a hybrid satellite/terrestrial mobile broadband network that will provide voice, data and video services "...dedicated to helping solve the critical communication and business continuity challenges faced by government, emergency responders, enterprise businesses and rural communities." TerreStar expects to offer next generation mobile communications through a network of partners and service providers to users who need "anywhere" coverage throughout the United States and Canada.
Recently, TerreStar announced that commercial rollout of the TerreStar Genus dual-mode satellite-cellular smartphone (see photo) is expected to begin in September of this year. TerreStar unveiled the smartphone and its service partnership with AT&T in September 2009. The Genus service will be offered to customers in the United States, Puerto Rico and U.S. Virgin Islands.
The TerreStar-1 satellite was launched in July 2009 and according to TerreStar is "the world's largest and most powerful commercial communications satellite." TerreStar-1 is located in a geostationary orbital slot at 111.0 degrees west longitude and operates in the 2 GHz band (a second satellite, TerreStar-2, currently under construction, will be added to the system when completed). This satellite has a primary service area shaped to cover the 48 contiguous U.S. states and the area of southern Canada encompassing 90 percent of the population. The secondary service area includes the rest of Canada, Alaska, Hawaii, Puerto Rico and the U.S. Virgin Islands.
Satellite service is provided using approximately 500 spot beams across the North American coverage area, each about 100 miles in diameter. In February of this year, the initial on-orbit testing of the Ground Based Beam Forming (GBBF) technology used to create these spot beams was completed. According to TerreStar, this is the first two-way GBBF system to employ both ground-based calibration and beam forming. The system provides the flexibility to deploy over 500 spot beams and manage power and capacity as customer demand dictates.
Normally, the number of users and traffic load will determine the particular beam configuration, however, during a national emergency, the satellite is capable of supplying full spectrum and over 100 times the regular power to any spot beam or customized shaped beam. In particular, beams can be designed to cover incident staging areas and evacuation routes according to the particular disaster or incident. Additional information on the emergency capabilities of the system are available in a white paper entitled "A Highly Resilient Communications Solution for First Responders," available on the TerreStar Web page at www.terrestar.com/whitepaper.php.
It was announced last week that the other satellite phone system, originally called SkyTerra, has been "re-launched" as LightSquared (www.lightsquared.com), a new nationwide 4G-LTE (Long Term Evolution) wireless broadband network integrated with satellite coverage (using the L-band). The satellites to be used in this service are planned for launch in the 2010-11 time frame.
As the nation's first wholesale-only integrated wireless broadband and satellite network, LightSquared will provide wireless broadband capacity to a diverse group of customers including: retailers, wireline and wireless communication service providers, cable operators, device manufacturers, Web players; content providers and many others. The LightSquared network will allow these partners to offer satellite-only, terrestrial-only or integrated satellite-terrestrial services to their end users. The wholesale-only business model ensures LightSquared has no conflict of interest with its customers.
The driving force behind LightSquared is Philip Falcone, founder and chief executive officer of Harbinger Capital Partners. Falcone has made several investments through the Harbinger funds, including the acquisition of SkyTerra Communications, Inc., to form LightSquared, with the goal of "...meeting the explosive demand for wireless broadband connectivity generated by new devices and the mobile Internet." Falcone has partnered with telecommunications visionary Sanjiv Ahuja, who will lead the LightSquared team as chairman and chief executive officer. Ahuja was chief executive officer of the global telecom giant Orange Group (www.orange.com/en_EN/group/) from 2004 through 2007, during which Orange's customer base grew from 48 million to more than 100 million subscribers globally.
In addition, Nokia Siemens Networks, a leading supplier of telecommunications equipment and services, has signed an 8-year agreement with LightSquared, subject to final approval by both the Nokia Siemens Networks and the LightSquared Boards. The agreement represents more than $7 billion over 8 years, and includes network design, equipment manufacturing and installation, and network operations and maintenance. The nationwide LightSquared network, to consist of approximately 40,000 cellular base stations, is expected to cover 92 percent of the U.S. population by 2015. LightSquared is reportedly planning to conduct trial market test runs in Phoenix and Denver early next year.

Missione THEMIS, ecco come funziona lo "spaziomoto"


I satelliti della missione THEMIS aiutano gli scienziati a spiegare i meccanismi di un nuovo tipo di evento "magneto-sismico" all'interfaccia tra plasma solare e campo magnetico terrestre. L'analogia con i terremoti induce i geofisici a parlare di spaziomoto, con onde di shock che si propagano dalla coda della magnetosfera rimbalzano tra linee di campo, come una palla o la crosta terrestre in caso di terremoti. Il fenomeno secondo gli scienziati potrebbe scatenare aurore boreali e tempeste di ionizzazione che a loro volta andrebbero a interferire con le comunicazioni e sistemi GPS.

July 27, 2010: Researchers using NASA's fleet of five THEMIS spacecraft have discovered a form of space weather that packs the punch of an earthquake and plays a key role in sparking bright Northern Lights. They call it "the spacequake."

A spacequake is a temblor in Earth's magnetic field. It is felt most strongly in Earth orbit, but is not exclusive to space. The effects can reach all the way down to the surface of Earth itself.
"Magnetic reverberations have been detected at ground stations all around the globe, much like seismic detectors measure a large earthquake," says THEMIS principal investigator Vassilis Angelopoulos of UCLA.
It's an apt analogy because "the total energy in a spacequake can rival that of a magnitude 5 or 6 earthquake," according to Evgeny Panov of the Space Research Institute in Austria. Panov is first author of a paper reporting the results in the April 2010 issue of Geophysical Research Letters (GRL).
In 2007, THEMIS discovered the precursors of spacequakes. The action begins in Earth's magnetic tail, which is stretched out like a windsock by the million mph solar wind. Sometimes the tail can become so stretched and tension-filled, it snaps back like an over-torqued rubber band. Solar wind plasma trapped in the tail hurtles toward Earth. On more than one occasion, the five THEMIS spacecraft were in the line of fire when these "plasma jets" swept by. Clearly, the jets were going to hit Earth. But what would happen then? The fleet moved closer to the planet to find out.
"Now we know," says THEMIS project scientist David Sibeck of the Goddard Space Flight Center. "Plasma jets trigger spacequakes."
According to THEMIS, the jets crash into the geomagnetic field some 30,000 km above Earth's equator. The impact sets off a rebounding process, in which the incoming plasma actually bounces up and down on the reverberating magnetic field. Researchers call it "repetitive flow rebuffing." It's akin to a tennis ball bouncing up and down on a carpeted floor. The first bounce is a big one, followed by bounces of decreasing amplitude as energy is dissipated in the carpet.
"We've long suspected that something like this was happening," says Sibeck. "By observing the process in situ, however, THEMIS has discovered something new and surprising."
The surprise is plasma vortices, huge whirls of magnetized gas as wide as Earth itself, spinning on the verge of the quaking magnetic field. "When plasma jets hit the inner magnetosphere, vortices with opposite sense of rotation appear and reappear on either side of the plasma jet," explains Rumi Nakamura of the Space Research Institute in Austria, a co-author of the study. "We believe the vortices can generate substantial electrical currents in the near-Earth environment."
Acting together, vortices and spacequakes could have a noticeable effect on Earth. The tails of vortices may funnel particles into Earth's atmosphere, sparking auroras and making waves of ionization that disturb radio communications and GPS. By tugging on surface magnetic fields, spacequakes generate currents in the very ground we walk on. Ground current surges can have profound consequences, in extreme cases bringing down power grids over a wide area.
After THEMIS discovered the jets and quakes, Joachim Birn of the Los Alamos National Lab in New Mexico conducted a computer simulation of the rebounding process. Lo and behold, vortices appeared in good accord with THEMIS measurements. Moreover, the simulations suggest that the rebounding process can be seen from Earth's surface in the form of ripples and whirls in auroral displays. Ground stations report just such a phenomenon.
"It's a complicated process, but it all fits together," says Sibeck.
The work isn't finished. "We still have a lot to learn," he adds. "How big can spacequakes become? How many vortices can swirl around Earth at once--and how do they interact with one another?"

Servizi audiovisivi e radiofonici in rete: tasse in arrivo

Com'era prevedibile, il recepimento della direttiva europea sui nuovi media sta arando il terreno di nuove polemiche nel delicatissimo dominio delle risorse mediatiche italiane, della loro gestione e "allocazione". L'ultima protesta contro il cosiddetto Decreto Romani arriva dalla FEMI, la federazioni delle micro-WebTv italiane, il comunicato che segue raccoglie il segnale d'allarme che arriva dal blog di Guido Scorza, giurista molto ferrato in materia, uno dei primi a parlare della direttiva "AVMS" fin da gennaio, quando il Decreto Romani ha mosso i primi passi in Parlamento. Secondo Scorza il decreto non sarebbe altro che il tentativo di trasformare Internet in una gigantesca piattaforma televisiva, dove avrebbero spazio i "soliti noti" che già controllano etere e satellite.
Il dibattito si è riacceso in questi giorni con la pubblicazione di due delibere AGCOM (la n. 258/10/CONS e la n. 259/10/CONS), che aprono la consultazione sulla regolamenazione dei servizi di media audiovisivi lineari o radiofonici su piattaforme alternative. In altre parole su Internet. La FEMI dà ampio spazio all'opinione di Scorza, che prevede per gil operatori di WebTv locali un "ciclone di costi e burocrazia". Si parla di autorizzazioni per la trasmissione in modalità streaming e on demand, licenze che costerebbero 3 mila euro al pezzo. Il nascente settore delle micro-WebTv è un piccolo laboratorio di informazione locale, valorizzazione del territorio, nuove professionalità e democrazia, sottolinea la FEMI. Lacciuoli e balzelli potrebbero affondarlo.
La questione interessa evidentemente anche le stazioni radio che operano solo su Web. Ancora una volta ci ritroviamo in un caso tutto italiano di comprensibile resistenza a norme che o non vengono formulate del tutto o sembrano essere formulate apposta per tutelare chi è già fin troppo tutelato dalla propria rendita di posizione. E' del tutto evidente che la direttiva AVMS deve essere recepita e che Internet non può beneficiare a oltranza di una situazione di totale assenza di regole e di esenzione fiscale. Ma il solo sospetto che le nuove regole possano beneficiare solo i più potenti e diventare uno strumento per controllare la libera discussione basterebbe secondo me a giustificare la preoccupazione della FEMI. L'importante è che se ne discuta subito, senza essere velleitari ma neppure compiacenti nei confronti di un apparato legislativo che in questa materia non può certo dirsi immune da conflitti interni e scarsa trasparenza.

Roma, 24 luglio 2010 - Nei giorni scorsi l’Agcom, dando seguito al percorso stabilito dal decreto Romani, ha emanato due delibere, la n. 258/10/CONS e la n. 259/10/CONS, con le quali ha avviato le consultazioni su due schemi di regolamento concernenti la prestazione di servizi di media audiovisivi lineari o radiofonici su altri mezzi di comunicazione elettronica e la fornitura di servizi di media audiovisivi a richiesta.
“Conviene dire subito – scrive nel suo blog l’avvocato Guido Scorza, esperto in diritto delle nuove tecnologie - che gli schemi di regolamento allegati alle delibere, se approvati nell’attuale formulazione, trasformerebbero la Rete italiana in una grande TV e gli unici in grado di fare informazione ed intrattenimento online sarebbero proprio i Signori della TV. Un ciclone di costi e burocrazia si abbatterebbe sul mondo delle micro web tv italiane e la sensazione è che solo poche potrebbero sopravvivere”.
Se i nuovi regolamenti delineati dovessero entrare in vigore, le web tv si troverebbero, infatti, costrette a richiedere all’Agcom due apposite autorizzazioni: una per trasmettere in modalità streaming ed una per trasmettere in modalità on demand, al costo di 3.000 € cadauna. A ciò si aggiungerebbero una serie di documenti e normative che graverebbero le web tv di ulteriori costi e complessità di gestione. In caso di inottemperanza le due delibere prevedono sanzioni molto precise. Tali normative metterebbero in serio pericolo una realtà sociale, delineatasi negli anni in Italia e rappresentata da una serie di micro web tv che in rete operano, spesso ancora senza modelli di business strutturati, ma in un'ottica di sperimentazione e al solo fine di informare e valorizzare i propri territori.
“La FEMI – afferma Giampaolo Colletti, presidente della federazione delle micro web tv - guarda con molta preoccupazione i tentativi di regolamentare e tassare in modo arbitrario e pretestuoso il sistema informativo digitale rappresentato dal giornalismo partecipativo dal basso e non esclude di passare a forme di mobilitazione “a rete unificata”. Questi micro canali creati da cittadini videomaker per passione rappresentano nella loro unicità il tessuto informativo iperlocalizzato italiano e svolgono un ruolo di primaria importanza e un servizio di pubblica utilità, colmando un vuoto informativo. Torna in onda il telegrafo clandestino dei partigiani



In Francia è in corso una particolare rievocazione della guerra di resistenza che affiancò negli anni della Seconda guerra mondiale le azioni degli eserciti regolari.
Tutto si svolge sulle onde radio della banda amatoriale dei 40 metri, in telegrafia, in ricordo delle fondamentali figure dei telegrafisti clandestini che con l'aiuto di strumentazioni da campo, spesso richiuse in valigette trasportabili, rendevano possibile le comunicazioni tra gruppi di partigiani e comandanti militari.
Protagonisti dell'iniziativa un gruppo di radioamatori francesi che operano in telegrafia con il nominativo speciale TM3FFI, attivato lo scorso anno in occasione del 65esimo anniversario della Liberazione del 1944. Dal 12 al 25 di questo mese TM3FFI è tornato in onda e domani e dopo ci sarà l'occasione di ascoltare il traffico radiotelegrafico generato con l'aiuto di ricetrasmettitori d'epoca, specificatamente destinati a operazioni in clandestinità, in particolare Type 3 mkII (B2) e un celebre apparato "Paraset".
Potenza impegnata di 20 o 5 Watt su antenna filare, eretta nella località di Vassieux en Vercors, a sud-est di Grenoble. Ecco gli orari e le frequenze:

La penetrazione della radio digitale in UK è al 24%


Il regolatore britannico OFCOM ha rilasciato in queste ore il primo rapporto sullo stato di avanzamento della radio digitale nel Regno Unito. Ricordo che questo tipo di valutazione è diventato fondamentale nel quadro di un contesto normativo che prevede per la Gran Bretagna la possibilità di spegnere buona parte delle piattaforme di distribuzione analogiche qualora l'ascolto su piattaforme digitali (DAB, digitale televisivo, Internet) superasse la soglia del 50% nel 2015. Secondo OFCOM nel marzo del 2010 si è arrivati al 24% del monte ore dedicato alla fruizione della radio attraverso il digitale. Su un totale di apparecchi radio compreso tra 100 e 114 milioni (inclusi 34 milioni di autoradio), ci sarebbero 11 milioni di apparecchi DAB, che nelle case ammonterebbero al 14-16% del parco installato.
Il DAB raggiugnerebbe il 35% circa delle famiglie e una significativa percentuale di non possessori (17%) si dice intenzionata ad acquistare una radio digitale entro l'anno, sebbene sia ancora più significativa (55%) la quota di non possessori che afferma di non essere interessato al DAB.
Su tutte queste considerazioni pesano fattori che OFCOM non sembra menzionare. Uno di questi riguarda la codifica audio utilizzata per il DAB in Gran Bretagna, ormai considerata non solo obsoleta ma qualitativamente inferiore alla qualità dell'audio MP3 cui la maggior parte dei consumatori digitali è ormai assuefatta e forse persino della radio analogica FM. L'altra grossa questione è l'effettiva copertura indoor del DAB. Secondo le fonti ufficiali sarebbe dell'85% delle abitazioni, ma l'esperienza di ascolto di chi prova a sintonizzarsi sui canali DAB lontano dalle finestre delle case potrebbe essere molto, molto diversa.

The Communications Market: Digital Radio Report

This is Ofcom’s first annual Digital Progress Report covering developments in the digital radio market. The data are the latest available at the time of writing. Publication date: 21st July 2010
Executive summary

Basis of report publication

The Government announced its Digital Radio Action Plan in July 2010. Ofcom was asked in the plan to publish an annual report on the availability and take-up of digital radio services. This is the therefore the first of those reports.
The plan emphasises that digital radio switchover should only begin when the market is ready for such a process and that it should therefore be predominantly consumer-led. An aspirational target date of 2015 was supported by the report. But it also concluded that a decision on switchover could only made once two criteria had been fulfilled: when 50% of all radio listening is via digital platforms; and when national DAB coverage is comparable to FM, and local DAB reaches 90% of the population and all major roads.
This report includes data on digital radio devices share of radio listening. Future editions will also report on the coverage project, designed to measure current levels of FM and DAB coverage. In this report digital radio is used in its broadest sense to include all platforms and technologies that allow listeners to access digital radio services.

1.1 Digital radio services are available via a number of different platforms including; DAB digital radio, digital television (Sky, Freeview, Virgin Media, Freesat), and via the internet (which includes services received on PCs, WiFi internet radios and internet-enabled mobile phones).

1.2 In the three months to the end of March 2010, just under a quarter (24%) of all radio listening hours were to services delivered over a digital distribution platform. This was a 4 percentage point (pp) increase in digital listening over the year and an 11pp increase in three years.

1.3 The proportion of digital listening varied significantly by demographic group. Listeners under 65 and those from more affluent demographic groups were the most likely to listen to radio over a digital distribution platform. Digital listening was less prevalent among those over 65, and far less so among listeners over 75.

1.4 DAB digital radio was the most widely-used means of listening to digital radio services, accounting for almost two-thirds (63%) of all digital listener hours in Q1 2010; DTV was the second most popular choice (17%) with streaming over the internet ranking third (13%).

1.5 The most listened-to digital-only radio stations also attract significant audiences. Five digital-only stations drew in over a million listeners per week in Q1 2010. The Hits was the most popular digital-only station, with a weekly audience of 1.5 million listeners over the quarter although down by 14% year-on-year. BBC 6 Musics reach grew fastest over the past twelve months, reaching over 1 million listeners in Q1 2010 (up by 53% year-on-year).

1.6 We estimate that there are between 70-80 million radio sets in homes (in the form of portables, hi-fis or clock radios) and a further 34 million sets installed in cars and commercial vehicles. The total universe of these sets is therefore estimated to be at least 104 to 114 million.

1.7 There are, in addition to sets in the home and in vehicles, analogue radio tuners embedded in other devices such as mobile phones and MP3 players. Digital radio services are also available through digital television decoders, and can also be streamed over the internet to WiFi radios, PCs, and some mobile handsets.

1.8 Ofcom consumer research shows radios in vehicles are the most likely sets to be used on a weekly basis (92% of the total). A majority of portable sets are also used weekly (81%); the comparable figures for clock radios and hi-fis are 73% and 66% respectively.

1.9 Over 11 million DAB digital radio devices have now been sold in the UK. We estimate that 14-16% of radio sets in the home are digital (close to the 11m DAB digital radio sets that have been sold). In vehicles, we estimate that the number of DAB sets represents around 1% of the total on the road.

1.10 More than one third (34.5%) of households in Q1 2010 claimed to have access to DAB digital radio, up by 2.4 percentage points year-on-year. Take-up varies significantly across the UK. This was highest in east Surrey with over 50% of homes owning DAB, while many regions of Southern England and parts of Yorkshire also had above average ownership. DAB take-up was lowest in Northern Ireland, south-east Scotland and north-west Wales (possibly reflecting lower levels of DAB digital radio coverage in some parts of these areas).

1.11 Among those who do not yet have access to a DAB digital radio set, 17% claim that they are likely to buy a set in the next twelve months. Of that 17%, two percentage points of consumers claim to be certain they will acquire a set with a further five percentage points being very likely. However, 55% of respondents without DAB said they were unlikely to buy a set within the next year.

Top Secret America, una nazione di intercettatori

Sto proseguendo in questi giorni la lettura dell'inchiesta del Washington Post sul mondo dell'intelligence e dell'antiterrorismo negli Stati Uniti, Top Secret America. La serie entra negli ingranaggi di una macchina che l'amministrazione Bush ha decisco - con molte ragioni - di rafforzare enormemente, ma che secondo il quotidiano ha assunto dimensioni inattese e soprattutto è sfuggita a ogni controllo di budget e probabilmente di obiettivo. Un fiume di denaro si è riversato sui tradizionali contractors e fornitori, scatenando un vero e proprio arrembaggio. Riporto qui un estratto dedicato a General Dynamics, una azienda di tecnologie militari le cui origini risalgono, alla fine dell'Ottocento e alla costruzione dei sottomarini, fino all'acquisizione di un brand che conosciamo tutti: Canadair. Dal 9/11 General Dynamics ha subito profonde trasformazioni che l'hanno portata a focalizzarsi sugli aspetti dell'intelligence, dall'intercettazione all'analisi delle informazioni. In questo periodo ha acquisito 11 società specializzate, ma soprattutto è passata da un fatturato di 10 miliardi di dollari nel 2000 a un volume di 32 miliardi nel 2009.
Sono soldi che creano molta occupazione e nuova edilizia. Ma è denaro ben speso tenendo conto di tutte le variabili in gioco? Secondo il Washington Post i costi rischiano di essere di gran lunga superiori ai benefici, specie se si tiene conto di ripercussioni come la perdita del controllo democratico o il rafforzamento di una cultura della paura e del sospetto. (...) To understand how these firms have come to dominate the post-9/11 era, there's no better place to start than the Herndon office of General Dynamics. One recent afternoon there, Ken Pohill was watching a series of unclassified images, the first of which showed a white truck moving across his computer monitor.
The truck was in Afghanistan, and a video camera bolted to the belly of a U.S. surveillance plane was following it. Pohill could access a dozen images that might help an intelligence analyst figure out whether the truck driver was just a truck driver or part of a network making roadside bombs to kill American soldiers.
To do this, he clicked his computer mouse. Up popped a picture of the truck driver's house, with notes about visitors. Another click. Up popped infrared video of the vehicle. Click: Analysis of an object thrown from the driver's side. Click: U-2 imagery. Click: A history of the truck's movement. Click. A Google Earth map of friendly forces. Click: A chat box with everyone else following the truck, too.
Ten years ago, if Pohill had worked for General Dynamics, he probably would have had a job bending steel. Then, the company's center of gravity was the industrial port city of Groton, Conn., where men and women in wet galoshes churned out submarines, the thoroughbreds of naval warfare. Today, the firm's commercial core is made up of data tools such as the digital imagery library in Herndon and the secure BlackBerry-like device used by President Obama, both developed at a carpeted suburban office by employees in loafers and heels.
The evolution of General Dynamics was based on one simple strategy: Follow the money.
The company embraced the emerging intelligence-driven style of warfare. It developed small-target identification systems and equipment that could intercept an insurgent's cellphone and laptop communications. It found ways to sort the billions of data points collected by intelligence agencies into piles of information that a single person could analyze.
It also began gobbling up smaller companies that could help it dominate the new intelligence landscape, just as its competitors were doing. Between 2001 and 2010, the company acquired 11 firms specializing in satellites, signals and geospatial intelligence, surveillance, reconnaissance, technology integration and imagery.
On Sept. 11, 2001, General Dynamics was working with nine intelligence organizations. Now it has contracts with all 16. Its employees fill the halls of the NSA and DHS. The corporation was paid hundreds of millions of dollars to set up and manage DHS's new offices in 2003, including its National Operations Center, Office of Intelligence and Analysis and Office of Security. Its employees do everything from deciding which threats to investigate to answering phones.
General Dynamics' bottom line reflects its successful transformation. It also reflects how much the U.S. government - the firm's largest customer by far - has paid the company beyond what it costs to do the work, which is, after all, the goal of every profit-making corporation.
The company reported $31.9 billion in revenue in 2009, up from $10.4 billion in 2000. Its workforce has more than doubled in that time, from 43,300 to 91,700 employees, according to the company.
Revenue from General Dynamics' intelligence- and information-related divisions, where the majority of its top-secret work is done, climbed to $10 billion in the second quarter of 2009, up from $2.4 billion in 2000, accounting for 34 percent of its overall revenue last year.
The company's profitability is on display in its Falls Church headquarters. There's a soaring, art-filled lobby, bistro meals served on china enameled with the General Dynamics logo and an auditorium with seven rows of white leather-upholstered seats, each with its own microphone and laptop docking station.
General Dynamics now has operations in every corner of the intelligence world. It helps counterintelligence operators and trains new analysts. It has a $600 million Air Force contract to intercept communications. It makes $1 billion a year keeping hackers out of U.S. computer networks and encrypting military communications. It even conducts information operations, the murky military art of trying to persuade foreigners to align their views with U.S. interests.
"The American intelligence community is an important market for our company," said General Dynamics spokesman Kendell Pease. "Over time, we have tailored our organization to deliver affordable, best-of-breed products and services to meet those agencies' unique requirements."
In September 2009, General Dynamics won a $10 million contract from the U.S. Special Operations Command's psychological operations unit to create Web sites to influence foreigners' views of U.S. policy. To do that, the company hired writers, editors and designers to produce a set of daily news sites tailored to five regions of the world. They appear as regular news Web sites, with names such as "SETimes.com: The News and Views of Southeast Europe." The first indication that they are run on behalf of the military comes at the bottom of the home page with the word "Disclaimer." Only by clicking on that do you learn that "the Southeast European Times (SET) is a Web site sponsored by the United States European Command."
What all of these contracts add up to: This year, General Dynamics' overall revenue was $7.8 billion in the first quarter, Jay L. Johnson, the company's chief executive and president, said at an earnings conference call in April. "We've hit the deck running in the first quarter," he said, "and we're on our way to another successful year."

Prix Italia 2010, torna a Torino la qualità nel broadcast


Nella conferenza stampa di ieri la RAI ha presentato obiettivi e contenuti dell'edizione 2010 del Prix Italia che dopo il successo dello scorso anno torna a Torino dal 19 al 24 settembre. Ricordo che questo premio internazionale è una bellissima occasione per mettere a confronto le produzioni radiotelevisive di qualità provenienti dal mondo intero. La riconferma di Torino come sede del concorso è funzionale anche al clima di celebrazione (facciamo finta che sia così anche nelle stanze del Parlamento e del governo) intorno al 150esimo anniversario dell'unità di una nazione che ha smesso da tempo di ragionare su se stessa, chissà che nella sede di un premio che porta il suo nome non possano avvenire riflessioni interessanti. Insieme alla qualità alla radio e alla televisione, il Prix Italia si occupa da diverse edizioni della presenza su Web delle emittenti associate. Quest'anno verranno premiate anche le iniziative di user generated content.
Giovanna Milella è confermata come segretario generale dell'evento, con un fondamentale ruolo di direzione e coordinamento. Tra le novità di questa edizione vale la pena sottolineare la presenza, tra le emittenti in concorso di Radio 24 del Sole 24 Ore per la radio e di La 7 per la tv. Ci sono anche due nuove nazioni rappresentate, l'Egitto e il Messico. Tanti gli ospiti d'eccezione, come il regista Peter Greenaway e il musicista Roman Vlad, fondatore del Prix Italia nel 1948. Pista anarchica e caso Siemens dietro il delitto di Atene?

Il sito informativo in bulgaro, greco e inglese GRReporter.info fornisce un chiaro riassunto in inglese della meccanica e delle prime ipotesi formulate dagli investigatori in relazione all'omicidio del giornalista Sokràtis Ghiòlia, morto ieri mattina in un sobborgo di Atene.
Ghiòlia, 37 anni, un figlio di 2 e una moglie incinta di un secondo, sarabbe stato attirato molto presto, al mattino, in un agguato organizzato da un gruppo di fuoco di tre persone. Travestiti da poliziotti i tre avrebbero citofonato alla loro vittima invitandolo a scendere per strada a causa del tentativo di furto della sua automobile. Ghiòlia, collaboratore del blog Troktiko e direttore delle news della stazione Radio Thema, sarebbe stato colpito da 16 proiettili su entrambi i lati del corpo. Alcuni di questi proiettili, calibro 9 parabellum, sarebbero stati esplosi secondo la polizia dalla stessa pistola (non una mitraglietta o un fucile automatico come avevo scritto ieri) che lo scorso anno era servita per uccidere un poliziotto in un delitto poi rivendicato dalla nuova sigla terroristica Setta Rivoluzionaria.
GR Reporter parla anche di strani precedenti relativi alla collaborazione tra Ghiòlias e Makis Triandafilopoulos, noto giornalista investigativo greco. I rapporti tra i due sarebbero finiti bruscamente a causa di vari attriti un paio di anni fa, quando Ghiòlias e Triandafilopoulos litigarono sulla pubblicazione delle fotografie di un tresca tra un politico e una delle impiegate dello staff dello stesso Triandafilopoulos. Sei mesi fa Ghiòlias era stato arrestato per diffamazione di un altro associato di Triandafilopoulos, che il giornalista ucciso aveva accusato di presiedere la società coinvolta nel grande scandalo delle mazzette del gruppo tedesco Siemens. Si era in realtà trattato di omonimia, ma la persona presa di mira da Ghiòlias lo denunciò e la polizia finì per convocarlo, sequestrando alcuni server utilizzati da Troktiko. Ma adesso salta fuori il collegamento con la Setta Rivoluzionaria, una possibile formazione terroristica anarchica (leggo sempre su GRReporter) formatasi tra fine 2008 e inizio 2009 dopo una scissione del gruppo Lotta Rivoluzionaria. Proprio un anno fa la Setta rivendicò l'omicidio di un poliziotto 40enne ad Atene. Nel marzo di quest'anno, in un altro scontro a fuoco con la polizia è morto Lambros Foundas, biologo 35enne a suo tempo coinvolto con le attività di Lotta Rivoluzionaria, trovato in possesso di esplosivi e lettere relative alla nuova formazione.
Quali sono dunque le ragioni della morte di Ghiòlias, una morte così mirata? Quali risvolti politici può avere e quali eventuali collegamenti con il caso Siemens e con le relazioni turbolente tra la vittima e Triandafilopoulos? Come si sa la nazione sta attraversando una difficilissima fase economica e politica ed è al centro di una delle zone più magmatiche e velenose d'Europa, al confine tra Albania, Macedonia, Bulgaria e Turchia. Oggi, 20 luglio, i nazionalisti ricordano l'Operazione Attila I, l'invasione turca di una Cipro da poco indipendente e federale, avvenuta appunto il 20 luglio 1974 (questa prima invasione venne decisa in seguito a un mezzo tentativo - greco - di rovesciare il premier cipriota Makarios e venne seguita un mese dopo, con Makarios di nuovo al potere, dalla definitiva invasione di Cipro del Nord, ancora oggi una forte area di instabilità). Probabilmente in Grecia qualcuno teme che questo delitto possa scatenare una spaventosa escalation di eventi. Journalist Investigating the Siemens Affair was Killed

The director of Theme 98.9 radio station and Troktiko e-blog Sokratis Golias was shot pointblank outside his home in the Athens suburb Iliupolis at 5.20 am this morning.

The 37-year-old Golias wasn't well-known to the general public but his name was very popular in the journalist circles. He is a longtime associate of the famous journalist Makis Triandafilopoulos, the best investigation journalist in Greece. He was in the media limelight for the fist time in 2008 when he left the team of Triandafilopoulos disgracefully. The reason lied in their disagreement on whether to publish pictures proving the close relation between a Greek politican and a lady of his employees.
He was again in the headlines 6 months ago when he was arrested on charges of defamation. He had claimed in his blog that another associate of Triandafilopoulos, George Psaras, was CEO of the company Telepassport through which, it is believed, the black cash money of Siemens were transferred. Then it turned out that this is a coincidence of surnames. George Psaras sued Golias and he was arrested again early in the morning and taken from his home to the prosecutor. Then the police confiscated and the Troktiko blog computers.
It is not clear yet whether the murder of Sokratis Golias has something to do with the Siemens affair. The police are still investigating the motives for the murder. The wife of the journalist is shocked and unable to testify. The victim is the father of a 2-year-old child and his wife is pregnant with their second child. One interesting detail is that the Alter TV, where Sokratis Golias had been working and Makis Triandafilopoulos is still working, was attacked by terrorists three times in the last years and, fortunately, there were no victims.
The murderers were two or three and were disguised as policemen. They knocked on the front door, saying that someone tried to steal the car and motorcycle of the journalist. When Sokratis Golias opened the door, they fired five bullets in him. Death occurred instantly. The murder is being investigated by the Security Service in Attica and the Anti-Terrorist Office. According the official police information, Golias was killed with the same weapon that was used in the attack to the police station in Koridalos. Then the Sect of Revolutionaries took the responsibility for the terrorist attack.

L'oscuro potere parallelo della Top Secret America

Basta leggere le prime righe della prima parte dell'inchiesta pubblicata questa mattina (diciamo il nostro mezzogiorno del 19 luglio) dal Washington Post, il comunicato stampa di presentazione, l'efficace infografica animata che cerca di far luce su una cinquantina delle entità coinvolte e delle loro sottosezioni, per arrivare a una conclusione disarmante: il 9 settembre 2001 la cellula terroristica che è riuscita a colpire così clamorosamente alcuni dei simboli più significativi dell'estabilshment e della cultura americani ha, molto semplicemente, vinto la sua guerra contro una parte così importante dell'Occidente.
Non hanno vinto per aver distrutto diverse migliaia di vite e sbriciolato grattacieli, edifici, velivoli. Hanno vinto perché hanno corrotto speriamo non in modo irreversibile una complessa psicologia collettiva. Hanno inoculato nell'America che conoscevamo il virus autoreplicante della mania di persecuzione. Hanno creato una nazione - e un governo - di veri e propri paranoici.
Così facendo - questa è in pratica la tesi molto ben documentata di Dana Priest e William Arkin - sono riusciti a scardinare uno dei fondamenti principali, forse il più importante della democrazia americana, il rispetto assoluto, magari con qualche temporaneo cedimento sempre ricondotto, anche faticosamente, su binari precisi, del principio della trasparenza e del reciproco controllo tra poteri. Nella patria delle teorie cospirazioniste, dello stile paranoico della politica, come titolava nel suo celeberrimo saggio del 1964 Richard Hofstadter, c'è sempre spazio per le rivelazioni, le commissioni di inchiesta, le leggi (come il Freedom of Information Act) che tutelano il diritto del cittadino di conoscere i fatti, anche quando c'è qualcuno che vorrebbe manipolarli o nasconderli.
E c'è la stampa libera, i giornali come il Washington Post, che 40 anni e più anni dopo il Watergate pubblica in prima pagina il primo di tre articoli che non potranno non far discutere. La presidenza coinvolta, quella di George W. Bush (figlio) e del suo esiziale "vice" Dick Cheney, questa volta non rischia di cadere. Ma gli americani, affermano Priest e Arkin, faticheranno a lungo per fare chiarezza e pulizia. Sotto l'ondata di permissiva emotività causata dal Nine Eleven, Bush e Cheney hanno autorizzato una catena di risposte che ha portato alla creazione di una maglia di sicurezza e controllo parallela, oscura e talmente radicata e complessa da sfidare ogni capacità di ricostruzione. Una rete di quasi 1.300 organizzazioni governative che coordinano quasi 2.000 "contractors" (come le famigerate società di sicurezza privata attive in Iraq a tutela degli interessi di non si sa bene chi). Una America Top Secret che brucia una montagna di denaro, costruisce e ristruttura edifici in tutti gli Stati dell'Unione, mobilita un totale di 850 mila persone (avete letto bene) con in tasca un tesserino che dice "questa persona opera segretamente per conto del governo e non deve essere disturbata".
Una rete talmente segreta da essere ormai sfuggita a ogni forma di controllo incrociato. Che conosce talmente poco se stessa da dar luogo a forme fantasmagoriche di ridondanza; di lavori identici svolti e continuamente rieseguiti; di informazioni accumulate, senza alcun costrutto, da una miriade di fonti con tecniche di ascolto, intercettazione, rilevamento molto sofisticate; di propaganda e guerriglia psicologica coordinata attraverso televisioni, radio, giornali, social network. Con quali ritorni, si chiede il giornale? Con quali vantaggi per la collettività in termini di sicurezza reale, di attentati sventati, di terroristi arrestati? Sono domande cui nessuno riesce a dare risposta.
Grazie al Tg3 e a Giovanna Bottieri per avermi sospinto stasera verso il sito del Washington Post. Incredibile pensare che solo Il Mattino di Napoli esce in edicola oggi citando in prima l'inchiesta dei colleghi americani. Se il Washington Post ha ragione c'è solo da domandarsi se l'America della trasparenza riuscirà a sconfiggere l'America dei segreti. Quand'anche il verminaio scoperto dal quotidiano fosse di dimensioni più contenute, ci sarebbe comunque da interrogarsi su quanto siamo disposti a concedere alla paura, se davvero vogliamo rinunciare alla certezza delle nostre prerogative democratiche in cambio della discutibile sicurezza di una vita (forse) priva di attentati terroristici ma comunque piena di terrore. E' una domanda che faremmo bene a porci tutti quanti, ogni volta che ascoltiamo le ipocrite promesse di chi vuol darci "più sicurezza" e sempre meno voglia di vivere insieme.

Two-Year Long Review Explores Redundancy, Unwieldiness in Top Secret Government Agencies

WASHINGTON--July 19, 2010--The Washington Post today published the first story in a new series exploring the Top Secret world created in response to the terrorist attacks of September 11, 2001. The series titled "Top Secret America” (www.TopSecretAmerica.com), describes and analyzes a defense and intelligence structure that has become so large, so unwieldy, and so secretive that no one knows how much money it costs, how many people it employs, or whether it is making the United States safer.

Among the highlights:

-Some 1,271 government organizations and 1,931 private companies work on Top Secret programs related to counter-terrorism, homeland security, and intelligence at over 10,000 locations across the country. Over 850,000 Americans have Top Secret clearances.

-Redundancy and overlap are major problems and a symptom of the ongoing lack of coordination between agencies.

-In the Washington area alone, 33 building complexes for Top Secret work are under construction or have been built since September 2001.

This is the first and most comprehensive examination of the complex system. It was reported by two-time Pulitzer Prize winner Dana Priest and author, researcher, and military expert William M. Arkin. The findings are based on hundreds of interviews with current and former military and intelligence officials and public records. Nearly two dozen journalists worked on the investigation, including investigative reporters, cartography experts, database reporters, video journalists, researchers, interactive graphic designers, digital designers, graphic designers, and graphics editors at The Washington Post.

“This country’s top-secret national-security enterprise is both enormous and opaque,” Marcus Brauchli, The Post’s executive editor said. “We have sought through this long-term investigative project to describe it and enable our readers— including citizens, taxpayers, policymakers and legislators—to understand the scale and effectiveness of what has been created. The Post remains firmly committed to this kind of accountability journalism.”

In addition to the stories in the series, a blog will anchor the Top Secret America site providing updates on Top Secret America coverage, original journalism and insight around related national security matters. The Top Secret America blog will serve as an online destination for further reporting, discussion, analysis, and interaction. Priest and Arkin will host this continuing conversation throughout the rest of the year, working alongside readers to lead inquiries about dimensions of Top Secret America that remain unexplored.

A second story to be published Tuesday takes an in-depth look at the government's dependence on private contractors and how it may be degrading the quality of the federal workforce. Managers of the intelligence agencies do not necessarily know how many contractors work for them. The Post estimates the number of contractors who work on Top Secret programs to be 265,000.

A third story to be published Wednesday focuses on the economic and cultural impact of a high concentration of Top Secret work within a community located around the National Security Agency. While the rest of the country struggles with an economic recession, in the clusters of Top Secret America, expansion continues and the unemployment rate is low. The NSA plans to expand by two-thirds its current size over the next 15 years.

Dana Priest is an investigative reporter for The Washington Post. She was the Post's intelligence reporter for three years and its Pentagon correspondent for seven years before that. She has traveled widely with Army Special Forces, Army infantry troops on peacekeeping missions and the Pentagon’s four-star regional commanders. Priest received the 2008 Pulitzer Prize for Public Service for “The Other Walter Reed” and the 2006 Pulitzer for Beat Reporting for her work on CIA secret prisons and counterterrorism operations overseas. She authored the 2003 book, “THE MISSION: Waging War and Keeping Peace With America’s Military” about the military’s expanding influence over U.S. foreign affairs.

In morte di Socrate

Avtìo Sokrati, kalinikta Ellàda! Addio Socrate, buonanotte Grecia! La comunità greca dei "dimosiogràfi", i giornalisti (e dei blogger), è rimasta sbigottita per la notizia del brutale omicidio, questa mattina all'alba, del collega Sokratis Ghiolia, blogger del popolare (e mordace) blog Troktiko (Il Roditore) e responsabile dei notiziari di una emittente privata, Radio Thema. Sokratis, 37 anni, è stato ammazzato a raffiche di kalashnikov in un vero e proprio agguato teso all'ingresso della sua abitazione di Iliùpoli, un sobborgo di Atene. Più tardi la macchina su cui erano fuggiti i killer è stata ritrovata bruciata. Sembra che Sokratis fosse sul punto di pubblicare una inchiesta su un caso di corruzione.

Μουδιασμένη είναι η δημοσιογραφική κοινότητα αλλά και η κοινή γνώμη από τη δολοφονική επίθεση που δέχθηκε τα ξημερώματα της Δευτέρας, στις 05:20 π.μ. περίπου, έξω από το σπίτι του στην οδό Δαιδάλου στην Ηλιούπολη, ο δημοσιογράφος Σωκράτης Γκιόλιας. Οι αστυνομικοί περισυνέλεξαν συνολικά 20 κάλυκες από πυροβόλο όπλο στο σημείο της δολοφονίας…
Σύμφωνα με τις πρώτες πληροφορίες που συνέλεξε η αστυνομία, οι άνγωστοι δράστες κατάφεραν με κάποια πρόφαση να κατεβάσουν τον δημοσιογράφο στην είσοδο της πολυκατοικίας όπου είχε σταθμεύσει το αυτοκίνητό του και εκεί τον «γάζωσαν» με πυροβόλο όπλο με αποτέλεσμα να τον σκοτώσουν.
Στη συνέχεια οι (πιθανότατα) τρεις δράστες διέφυγαν με ΙΧ αυτοκίνητο. Λίγη ώρα αργότερα (στις 07:00) και σε σχετικά μικρή απόσταση από τον τόπο της δολοφονίας, βρέθηκε καμένο ένα ΙΧ αυτοκίνητο, το οποίο εξετάζεται αν ήταν των δραστών. Τα κίνητρα της δολοφονίας εξακολουθούν να είναι αδιευκρίνιστα, ενώ από την αστυνομία δεν αποκλείεται καμία εκδοχή.
Ο 37χρονος Σωκράτης Γκιόλιας ήταν διευθυντής του ραδιοφωνικού σταθμού «Θέμα 9.89» και (σύμφωνα με το tvxs.gr) ένας εκ των διαχειριστών του δημοφιλούς blog troktiko. Υπήρξε, επίσης, επί σειρά ετών, στενός συνεργάτης του δημοσιογράφου Μάκη Τριανταφυλλόπουλου.

Ma l'intera Europa è sotto shock per un omicidio che ricorda piuttosto il tragico destino di tanti giornalisti in nazioni "difficili", dalla Cecenia alle Filippine, passando per il Centro America. La rappresentante OSCE per la libertà di stampa, Dunja Mijatovic, la stessa che ha emesso un comunicato molto preoccupato sul progetto di legge bavaglio in Italia ha detto di provare orrore per l'efferatezza del gesto e ha chiesto che sia fatta rapidamente luce sui mandanti di questo assassinio.

OSCE media freedom representative condemns murder of Greek political blogger

BISHKEK, 19 July 2010 - Dunja Mijatovic, the OSCE Representative on Freedom of the Media, today condemned the killing of journalist Socratis Giolias and urged the Greek authorities to carry out a rapid and thorough investigation into the murder.
Giolias was the administrator of the most popular political and social blog in Greece, "Troktiko" (Rodent), and the information director of radio station Thema 98.9. He was shot today in front of his home in Athens by unknown assailants.
"Mr. Giolias was a well-known political blogger in his country, an investigative journalist often very critical of the previous government," said Mijatovic, who is on a visit to Kyrgyzstan. "As the motives of his killing are still unclear, I ask the Greek authorities to ensure that his murder is investigated rapidly and thoroughly, and the public is continuously informed of this process."
"The Oslo Declaration adopted last week by the Parliamentarians of the 56 OSCE participating States, including Greece, emphasized the unique and vital role of investigative journalism in strengthening democracies. It also called upon participating States to vigorously prosecute all of those responsible for the murder of investigative journalists," wrote Mijatovic in a letter to the Greek authorities. "I hope that the perpetrators of this horrifying murder will be very soon brought to justice."
Sto ascoltando lo stream di Radio Thema e c'è grande costernazione nella voce degli annunciatori. Sokratis era una voce evidentemente controversa, "politica". In una nazione dell'Unione Europea c'è ancora chi pensa di poter affrontare il problema della corruzione, nella politica o nell'economia, mettendo brutalmente (o addirittura legalmente) a tacere chi la denuncia. Lo può fare non perché nelle stanze del potere si annidino chissà quali misteriose, oscure forze del male. Ma perché della morte dei giornalisti l'opinione pubblica se ne frega completamente, perché io, voi, tutti noi accogliamo la notizia di una mostruosità del genere come facciamo con qualsiasi altro lancio d'agenzia, con qualsiasi immagine di esseri umani fatti a brandelli. Al massimo un "oh poverino" e via che si continua, tanto che vuoi farci, è la vita, la violenza è inevitabile, implicita, scontata. "E' incappato in qualcosa di più grosso di lui," sentiremo dire. Certo, certo, figurati se non lo sappiamo bene, in Italia soprattutto, che i criminali e i corrotti sono più grandi della vita di un poveraccio che voleva denunciarli alla radio (o che peggio ancora alla radio li prendeva per il culo, come faceva Peppino Impastato, guarda caso polverizzato dall'esplosivo ai piedi di un tempio greco). Non ci accorgiamo nemmeno che quell'esplosivo, i proiettili di un'alba rovente ad Atene, hanno falciato soprattutto noi, presunti sopravvissuti. Tutto sommato forse è quello che meriteremmo.

RF Engines: down converter digitale a 1 GHz di banda

La società britannica RF Engines ha rilasciato nuovi moduli di down conversion digitale basati su economiche FPGA. Il concetto del DDC è lo stesso del ricevitore Perseus: campionare una porzione molto ampia dello spettro (con il nuovo componente si arriva a frequenze di campionamento dell'ADC da 2 Gsps, pari a una banda da 1 GHz) e si estrae da questa torta solo la fettina che interessa per una successiva demodulazione DSP. Applicazioni a iosa in campo SDR-militare e civile, radaristica e quant'altro. Ormai il software la fa da padrone nel campo della radiofrequenza.

Wideband DDC IP Cores

Newport, Isle of Wight, UK - RF Engines Limited (RFEL) has extended the range of its Digital Down Converter (DDC) technology so that it can now process up to 1 GHz of bandwidth (2Gsps ADC rate) input and provide a narrower band output. This technology can operate with fixed frequencies and bandwidths or be fully flexible as required.
One of the main application areas is for Electronic Surveillance in military digital receivers, where this approach enables a desired signal band to be extracted from a wide slice of the spectrum in order that further analysis of the signal content can be carried out. For example a radar warning receiver can rapidly spot the signal 'signature' of an incoming missile or other threat, and the downconverter will extract the specific signal and measure its parameters. In scientific applications, for example in the latest radio telescopes, this approach allows very wide sections of the spectrum to be monitored at one time, in order to acquire weak or hidden signals.
The RFEL Wideband DDC core is highly optimised for size and speed, on a range of Xilinx or Altera FPGA devices. Many customers have already seen the benefits of a proven core that can be rapidly tuned for most efficient use of the available resources, whilst still offering best in class performance. With unique options like fractional re-sampling for arbitrary output bandwidth selection and the ability to implement the design in either logic-rich or DSP-rich FPGA architectures, the RFEL Wideband DDC will meet the needs of a wide variety of applications in the shortest time possible. Furthermore, RFEL is committed to offering a world-class portfolio of DSP IP cores and as such is currently engaged to research DDC designs in the +10Ghz range. Such research programmes are made possible by the high quality architectural design underlying the Wideband DDC core.
"Our world class expertise in DDC design means that we optimise the solution to deliver exactly what is required using the minimum amount of silicon to keep costs down and well below that of a conventional solution," added Simon Underhay, RFEL's Technical Sales Director.
